Consultancy to Conduct Capacity Strengthening for Partners and Produce Videos Portraying Partners and Medair’s Work with Partners

 

 

Location:

Medair office in Amman and at partner locations in Amman and

Mafraq.

Background

Medair is an international non-governmental organization (INGO) implementing projects in various sectors, including health, MHPSS, and cash-based interventions, through local partner organizations in Jordan. Since mid-2024, Medair has established new partnerships with local organizations and is in the process of setting procedures to strengthen its operations and build partner capacities. A key aspect of Medair’s partnerships is capacity strengthening, focusing on both programmatic and organizational system development. Local partners are part of a partnership network that aims to facilitate collaboration and coordination among partners.

Medair is looking for an individual to support us to achieve this objective. Hereafter, in this document, Medair we only refer to “consultant”. The consultant is expected to work closely with Medair and the local partners.

 

Work Context

The consultant will be based within the Partnerships Department, reporting to the Partnerships Manager, and will work directly with:

  • Medair staff: Communications Officer, Programme Funding Manager, Partnership Officer, and other relevant team members.
  • External stakeholders: Medair partner organizations, up to 4 local partner organizations.

The consultant is expected to mostly work at the local partner’s offices and implementation sites, with visits to the Medair office in Amman.

 

The consultant is expected to directly coordinate with local partners but should keep the Medair Partnership Manager and Communications Officer informed about the progress. The Medair Communications Officer might join the capacity strengthening sessions and field visits.

Objective

Output 1: Together with the local partner, develop a short video for each partner that highlights the local partner’s activities and impact. Involve the partner during the process and strengthen their capacity on how to develop a video and use it for advocacy purposes.

Output 2: Film and create a video highlighting Medair’s work with local partners and the

partnership network taking place in October.

Phase 1: Coordinate with the local partner and the Medair Communications Officer outlining the video for both output 1 and 2.

Deliverable:

  • Completed capacity strengthening of local partner, resulting in a clear 4 videos outline of Output 1
  • Video outline for output 2 Phase 2:
  • Complete filming of output 1, with partner present
  • Complete filming of output 2

Deliverable:

  • Share all raw footage with Medair (raw footage needs to be deleted after completion of the assignment and footage cannot be used for any other purposes)

Phase 3:

  • Editing the collected material by the videographer
  • Submit videos for review and feedback by the Medair team
  • Include feedback provided by the Medair team

Deliverable:

  • Four videos highlighting the local partners' activities and impact (Output 1)
  • One video highlighting Medair’s work with local partners (Output 2)

 

 

Ethical & humanitarian standards

 

The consultant is required to follow humanitarian standards and comply with Medair’s ‘Photography and Images Ethics Policy’.

 

Security

 

All reasonable steps will be taken to provide safety and security for the videographer. Both Medair and the consultant accept the inherent risks in working in humanitarian contexts. Medair will not be required to do more than what is reasonable and possible in the circumstances whilst providing a safe and appropriate work environment.

Medair will provide the videographer with a security briefing about locations to be visited by the consultant. The briefing will cover the threats / risks of working in Jordan and on Medair’s Security Procedures, which the consultant will be required to adhere to at all times. When conducting field visits together with Medair, the consultant should adhere to Medair visibility requirements.

 

Payment Arrangements

The payment arrangements for this consultancy will be based on the completion of phases and approval of deliverables by Medair, as outlined below. The proposed timeline is not to exceed one month of working.

 

  1. Transportation fees: the consultant is responsible for their own transportation whenever they are not traveling with Medair Jordan staff.

Consultancy Qualifications

  • Advanced experience in videography.
  • Experience in working in the humanitarian sector
  • Proven experience in providing capacity strengthening for local partners
  • Experience working with partnerships and local organizations in humanitarian or development contexts.

 

  • Excellent facilitation, training, and mentorship skills.
  • Knowledge of humanitarian donor and donor requirements in regard to communications output (preferred knowledge on GFFO and SDC)
  • Strong interpersonal and communication skills to engage with diverse stakeholders.

 

 

Work Arrangements

The consultant will report to the Partnership Manager under the Partnerships Department . The consultant will work closely with Medair staff (Communications Officer, Partnership

Manager, Partnership Officer, Programme Funding Manager and other relevant team members) and external partners.

 

Application Process

Interested candidates or organizations should submit the following:

  • CV highlighting relevant experience, or organizational profile
  • Three samples of relevant humanitarian work (videos)
  • Technical proposal outlining the approach and methodology to achieve the deliverables.

Successful candidates will be shortlisted and invited for an interview. At that point, Medair will confirm the number of partners, clarify any questions, and receive a final offer.

Financial Proposal  

The initial financial proposal should be based on an assumption of 4 partners. As Medair will make payments in phases, the initial offer should specify the following:

  • Phase 1 – Indicate the percentage weight of the total offer amount
  • Phase 2 & 3 – Indicate the percentage weight of the total offer amount

Note: If the consultant is a Jordanian resident, the total price quoted in the offer shall be subject to a 5% withholding income tax in accordance with the applicable income tax laws in Jordan.

Medair will deduct 5% from each payment and remit it directly to the Jordanian tax authorities in compliance with Jordanian tax regulations.
