Project Background:

The Jordan Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence (DSV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies.

Himaya applies a survivor-centered systems-strengthening approach to deliver coordinated and high-impact interventions. Under Intermediate Result 1.A (IR 1.A), the Activity shall work on strengthening the capacity of judicial institutions to manage and prosecute cases of violence by advancing specialized models of justice, improving procedural frameworks, and promoting survivor-centered judicial services.

Role’s Purpose:

In alignment with IR 1.A and the broader Himaya results framework, this consultancy aims to develop a roadmap and structure for establishing a One-Stop-Shop (OSS) pilot court for violence against women victims at the Amman Court of First Instance.

This specialized court will serve as a model for integrated, survivor-centered judicial services, combining streamlined case processing with trauma-informed approaches. The assignment will produce a roadmap to inform the FY26 workplan and a policy/legal analysis of the requirements and feasibility of the OSS court structure under Jordanian law.

Key Duties and Responsibilities:

The consultant will undertake the following tasks:

  • Hold inception meetings with Himaya to refine the scope and expectations.
  • Conduct consultations with key stakeholders, including but not limited to:
    • Judicial Council (JC)
    • Ministry of Justice (MOJ)
    • Judges and administrators of the Amman Court of First Instance
    • Family Protection and Juvenile Department (FPJD)
    • Ministry of Social Development (MOSD)
    • National Council for Family Affairs (NCFA)
    • Relevant CSOs and legal aid providers
  • Review relevant national laws, procedures, and international best practices, including the Protection Against Domestic Violence (PADV) Law, court SOPs, and Himaya’s Judicial Needs and Feasibility Assessments.
  • Review key reports, such as the assessments prepared by JCLA, Himaya’s Survivor Journey Mapping, and related OSS studies.
  • Identify legal, structural, and operational preconditions for the OSS court’s establishment, including required policy or regulatory reforms.
  • Outline a roadmap for FY26–27 that includes:
    • A proposed structure and mandate of the OSS court
    • Coordination mechanisms with FPJD, prosecution, defense, and social services
    • Staffing, space, training, and SOP requirements
    • Recommendations for stakeholder engagement and piloting
  • Prepare and present two key deliverables (see below) to stakeholders for validation and finalization.

Deliverables:

  1. Roadmap Document:
    A strategic roadmap outlining the steps, timeline, resources, and stakeholders required to establish a functional One-Stop-Shop court for VAW cases at the Amman Court of First Instance. This roadmap will be aligned with Himaya’s FY26 work planning cycle.
  2. Legal and Policy Review Paper:
    A concise review of the legal and regulatory considerations for establishing a specialized OSS court, including analysis of current gaps, comparative models, and proposed changes or interpretations needed under Jordanian law to enable such a court.

Qualifications

  • Advanced degree in Law, Public Policy, or related field.
  • Minimum 15 years of experience in judicial sector reform, GBV legal frameworks, or court management systems.
  • Proven experience working with Jordanian justice institutions and/or in Middle East legal systems.
  • Demonstrated experience in developing legal frameworks, specialized courts, or GBV-sensitive policy tools.
  • Strong understanding of Jordan’s judicial structure and regulatory environment.
  • Excellent communication, consultation, and report-writing skills in English and Arabic.
  • Familiarity with funded justice reform or GBV programs.
  • Experience conducting legal feasibility studies or designing OSS models.

Duration and Timeline:

The consultant will be expected to complete the assignment and submit all the required deliverables within a maximum of 1 month from the start of the consultancy, with the following LOE breakdown:

  • Stakeholder Engagement and Legal Review – 2 days
  • Development of Roadmap and Draft Paper – 3 days
  • Presentation and Incorporation of Feedback – 2 days
