Médecins Sans Frontières (MSF)

Is recruiting for its Country Office in Amman – Jordan.

 

CONTEXT

Médecins Sans Frontières is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation. Médecins Sans Frontières is seeking for an FINANCE ASSISTANT in its Country Office, in Amman – Jordan. 

SCOPE OF RESPONSIBILITIES

Execute administrative and finance-related tasks and follow up on the country office accountancy to support the Country office manager, following MSF standards and procedures, to ensure legal compliance and keep strict control over monetary resources to achieve project objectives.

 

Accountabilities :

  • Implementing cash management procedures to ensure the highest control and security, assisting the Country Office Manager in the preparation of monthly treasury and planning to ensure the coverage of daily needs, advances in salaries, payroll, etc. 
  • Processing the payment to suppliers and keeping strict control of all documentation involved, informing the Country office manager of any disparity
  • Carrying out all accounting tasks and activities, classifying, preparing, and filing all accounting pieces in accounting software, to ensure strict control of all expenditures and the reliability of statements and documentation.
  • Following up on all expiring rental contract dates and informing the Country office Manager to leave enough time to arrange a renewal or look for some other alternative.
  • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Country office Manager in translating documents into the local language, and assisting in meetings upon request.
  • Any other administrative task delegated by the Country Office Manager.

Additional activities

·         Assist in the preparation of all the administrative and recurrent services that need a monthly follow-up, including, but not limited to, flat contracts and payments, telecommunications, fuel payments, utilities payments, etc.

·         Controlling cash advances and cashbook movements for each petty cash box, recording all IN and Out transactions, ensuring that cashbox balances always reflect the actual amount of money kept in the cashboxes, and investigating any discrepancies. Ensuring strict compliance with cash control procedures for each cashbox/currency (daily cash control, weekly cash inventory, and reconciliations).

·         Preparing the timely payment of taxes.

·         Prepare the monthly report of the tax office (ISTD) and ensure compliance with the country’s requirements in coordination with the protocol office.

·         Assist with the preparation of per diems, paying the visa fees, and all the recurrent HR payments and reimbursements.

·         Managing intersectional local expenses and the other hosted missions or positions (Iraq, SY, Emergency Gaza, HQ, etc.).

·         Prepare the bank transaction order under the review of the country manager.

·         Supporting the finance/country office manager with delegated tasks to ensure proper departmental performance (Treasury, reporting, contract follow-up, etc.).

·         Do weekly cash inventory with the country office manager.

·         Under the country office manager's supervision, follow up with the team in Iraq, all the finance and accountancy follow-up needed to ensure all the expenses inside Iraq are aligned with MSF accountancy systems and procedures.

·         Supporting the Country Office Manager with the annual financial statement at the country level.

·         Translation of documents upon request.

·         Filling the gap in the country office for the HR assistant position or the Finance position at the hospital, as needed.

Dimension of post

·         The country office has 27 national staff members, and around 25 international staff members and their families are on the mission.

·         There are 25 accommodations and one office to manage for three MSF sections (OCA, OCG, and OCBA).

Requirements:

 

Education   : Desirable finance, business or administration related diploma.

 

Knowledge : Essential computer literacy (word, excel, internet)

 

Experience :

  • In administration and accountability (minimum 1 year).
  • Experience in non-profit organization is preferable
  • Proficiency in the use of  accounting software is an asset.

 

Languages  :Mission and local language essential.

WORK LOCATION:       Amman - Jordan

CONTRACT:                 6  Months Fixed term contract – Full Time renewal 

MONTHLY BASIC SALARY:                1215 JOD
