CONTEXT

Amman Hub

    MSF has been present in Amman since 2006 with different Missions and OCs and since 2015 with delocalized HQ offices.

In 2018, MSF signed a Host-Country Agreement (HCA) with the Jordanian authorities, and consolidated its presence in the country becoming one of the MSF Hubs around the world, with the aim to support the quality of our operations in the region and beyond.

 

Today, Amman Hub is a complex setting including the presence of 5 OCs with Operations and Organizational Support:

  • Units: OCA MENA (Middle-East Northern Africa), OCBA CAHM (Center for Advanced Humanitarian Medicine), OCG MESO (Middle East Support Office)
  • Operational Cells: OCBA Cell 1 (Afghanistan, Yemen, Palestine, Syria) and OCG Cell 5 (Iraq, Lebanon, Yemen, Syria)
  • Missions: Permanent missions including OCP Jordan (Reconstructive Surgery Hospital), OCBA Syria, and ad hoc temporary hosted missions including OCB Syria/Palestine, OCBA Palestine/Gaza/Yemen, OCG Lebanon/Iran/Iraq/Sudan Yemen/Syria
  • An intersectional Amman Mutualized Support Office (AMSO): covering HR, Administration, Facilities (Logistics, ICT, Supply) and Finance, supporting OCA, OCBA and OCG teams in Amman
  • Hosted positions from different OCs and the International Office

 

Amman Mutualized Support Office (AMSO)

    The AMSO is an intersectional unit, the purpose of which is to support MSF teams based in Amman to fulfil their role amid the growing complexity of MSF interventions and new challenges in the Middle East and beyond.

The AMSO provides direct support in terms of HR, Administration, Facilities (Logistics, ICT, Supply) and Finance to 3 OCs (OCA, OCBA and OCG), as well as hosting entities and staff that might need to be temporarily relocated in Amman.  

The main objective of the AMSO is to strengthen its ability to respond to the OC’s growing and evolving needs in the region, in order to guarantee a coherent, effective and efficient support, and a welcoming and organized environment in Amman Hub.

 

The AMSO is managed by a Head of Resources who currently operates under the direct supervision of OCA Head of Bureau, while the ownership of the AMSO belongs to the 3 OCs represented by the leaders of the three OCs organized in a Steering Committee.

 

After two years of running, and despite big achievements in terms of policies harmonization and streamlining procedures and tools, there is still a lot of work to do. Growing ambitions in Amman and in the region by some OCs, compounded with a destabilized region, has implied a permanent increase of volume and complexity of the work for the team: increase by more than 250% (37 to 135) of the number of people supported in 2 years, high turnover and hosting has become an activity in its self (AMSO has hosted over 180 people since 2023, including from all OCs, regular and emergency Missions teams, CIMTs, etc.)

 

 

 

 

 

SCOPE OF RESPONSIBILITIES – OBJECTIVES OF THE POSITION

   Implement general administrative procedures in order to ensure documentary traceability as well as compliance with local labour and fiscal regulations, under the HR Manager’s supervision.

 

  • Following the HR Manager’s instructions, ensure that the internal regulations are followed in the mission in order to ensure both tax and labour regulation compliance
  • Execute recruitment activities ensuring transparency and equity, and issuing job offers conveniently in order to meet HR needs.
  • Inform all the new staff on Staff Regulations, HR policies and regulations and/or work conditions under the legal terms of the country
  • Execute, under the HR manager's supervision, employee contract-related activities (file opening and formal documentation archiving, personal data updating, amendments, termination dates supervision, etc.) to ensure legal compliance.
  • Present and explain contract terms and the content of the Internal regulation (rights and obligations) to newly recruited personnel to ensure legal compliance and local integration.
  • Collect the variable pay slip elements on Homere (paid holidays, sick leave, unpaid leave, etc.) in order to ensure accurate and on-time payroll payment.
  • Supervise the payroll process, checking the list of employees and amounts payable (variable pay, taxes, social security contributions, etc.) in order to ensure accuracy and on-time payroll payment.
  • Enroll new staff in the health insurance with monthly follow-up of their policies and benefits, and make sure to remove the leavers as per MSF health policies.
  • Organizes files of all Staff arriving/departing the Amman office, including International Staff documentation and organizes briefings/inductions.
  • Ensure that all staff have declared their tax and have a personal number.
  • Follow the Health insurance payment for the invoices not covered by the Health companies.

 

Specificities of the position

Assist the HR manager in preparing employment contracts for all staff at the Amman office for OCA & OCG, ensuring compliance with legal requirements.

  • Prepare monthly salaries for all Amman staff, consultants, and daily workers, including updating the necessary data in Homere. 
  • Serve as the focal point for compiling statutory deductions, advances, and salary transfers. 
  • Calculate settlements for all Amman employees and prepare the necessary documents related to contract termination. 
  • Update leave trackers and Homere, follow up on leave applications, and inform employees about their leave status. 
  • Assist with the recruitment process by posting job openings, longlisting candidates, organizing tests and interviews, and attending interviews when necessary. 
  • Prepare internal and official letters (e.g., extensions, bank letters) and ensure they receive the required approvals and signatures; share payslips on a monthly basis. 
  • Collect data required for social security and tax purposes. 
  • Prepare a monthly HR report for the Amman office that includes staff follow-up. 
  • Monitor contract dates for all non-Jordanian employees, ensuring they are informed in advance to contribute to guesthouse rent or secure housing before the end of their first three months. 
  • Ensure administrative information is available to staff (e.g., recruitment updates, meeting notices, etc.). 
  • Responsible for archiving both hardcopy and softcopy department documentation, entering data into the HR databases, and keeping personal files up to date while ensuring accuracy and compliance for timely payments. 
  • Manage and review SharePoint folders, ensuring all folders are current. 
  • Coordinate briefings and collaborate with the administrative and facilities teams for new hires, leavers, and any change of contract status. 
  • Follow up on health insurance for both Jordanians and non-Jordanians with relevant health companies, updating staff Enrollment and distributing health cards. 
  • Be available to fill in for the HR Manager as needed. 
  • Maintain good interpersonal communication skills and the ability to work effectively with a diverse range of individuals. 

 

REQUIREMENTS
Education

Desirable, a degree in finance, business, or administration-related studies

 

Experience

  • Essential, working experience of at least three to four years in relevant jobs.
  • Desirable experience with MSF or other NGOs in Amman.
  • Good experience in Homere or HRIS system.

Language

  • Essential mission working language: Arabic and English
