Background:

In collaboration with UNHCR, Save the Children Jordan is implementing the Community Health Services project in both Zaatari and Azraq Refugee Camps. This project's overarching goal is to improve the health of the camp population by providing preventive and community-based health services. The project takes a community-based approach, with Community Health Volunteers (CHV) from the camp implementing a series of activities to ensure that people of concern have optimal access to primary healthcare services. SC Jordan intends to build on the evident success of the community health approach and apply the knowledge and expertise gained to provide community health services in both refugee camps by strengthening community health volunteers' capacity, Jordan's methodology and approach will be consistent with UNHCR's community health activities. Community health volunteers' capacity will be strengthened through training and refresher courses designed to strengthen their implementation of day-to-day operations and further develop their expertise in health - hygiene - communication - and data management.

Objectives of reviews:

The goal of the consultancy is to revise previously developed SCJ health and hygiene materials and produce a new training package for the Community Health Project staff and volunteers. The material will include and not be limited to the community health introduction and concept, health disease and seasonal health issues, facts, and signs of some health cases. This activity will be used to build the capacity of community health volunteers as part of the program's sustainability plan. As well as the project staff and camp partners. The materials will be developed after several consultations with the project staff, partners at camp level, and donors, in addition to the volunteers of the program. 

KEY AREAS OF ACCOUNTABILITY:

  • Provide effective desk review for the previous materials.
  • Produce training material with an activities approach
  • Meeting with project staff “ doctors- nurses and pharmacists”  to discuss the material before it is approved.
  • Meeting with staff and partners such as UNHCR -IRC-IMC and SAMS  before and during the development of the material
  • Develop a training manual
  • Develop a facilitators’ guide to accompany the training manual; and
  • Finalize the manual based on inputs from stakeholders

Deliverables:

  • 4 meetings with the project staff and volunteers at both camps before starting with the material development.
  • A draft manual with the facilitators’ guide, SCJ team will provide comments on the draft facilitators’ guide and the consultant will finalize the guide in view of these comments.
  • 2 consultation meetings with partners and donors during the development.
  • 2 meetings with the project staff after finalizing the first draft material.
  • Final training materials “topics” and facilitators’ guide consisting of 30 health, hygiene, healthy lifestyle, and communication topics. The tool and guide should be logically structured, and contain evidence-based findings, conclusions, lessons, and recommendations.
  • Final training package which should adhere to the TOT method and be divided into sessions covering the same training topic.
  • The training material design should be based on the activities approach, with a warm-up, ice breakers, activities, and a conclusion for each training. 

Responsibilities and duties of the Consultant:

The Consultant will be in contact with Save the Children staff throughout the process, regularly updating the process (on a weekly basis) and seeking information and guidance when needed.

•        The Consultant is responsible for developing a document/training modules and plan for implementation of the trainings for trainers.

•        The Consultant will include feedback received from Save the Children and partners in the final version of the said document, where appropriate.

•        The Consultant will develop the training program and agenda

•        The Consultant will abide by the timing of the agreed consultancy work

Qualifications:

Functional Competencies:

  • Expert knowledge in health and/ or public health
  • Knowledge on the national health context and MOH strategy;
  • Ability to research and conduct interviews with key informants;

Core Competencies:

  • Ability to produce high-quality outputs in a timely manner while understanding and anticipating evolving needs;
  • Strong organizational skills;
  • Ability to work independently, produce high-quality outputs;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and
  • Treats all people fairly without favoritism; and Fulfills all obligations to gender sensitivity and zero tolerance for sexual.

Education

  • University degree in health, medicine or public health
  • Minimum of 7 years of relevant experience is required

Duration of the Work

  • The expected duration of this assignment is 40 working days.
  • The anticipated starting date of the assignment is October 2023, and the expected date of full Completion of all tasks under this assignment is 20 November 2023.
