Institutional Development Manager
The USAID-funded Water Efficiency and Conservation Activity (USAID/WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Institutional Development Manager. This position is limited duration agreement LTTA and for a period of twelve months, based in Amman.
Position Description/Summary:
Under the supervision of the Deputy Chief of Party, the Institutional development Manager is responsible for supporting the USAID/Jordan Water Efficiency and Conservation (WEC) Activity team in three main areas. First, the Institutional development Manager will support implementation of activities related to the National Carrier Project (NCP), as outlined in WEC’s workplan, in collaboration with the NCP management. Second, s/he will support strengthening the institutional capacity of key stakeholders involved in implementing the National Water Conservation Roadmap. Specifically, Institutional development Manager will support the Ministry of Water and Irrigation (MWI) and other related stakeholders in developing a collaborative framework for the roadmap, facilitate the development of action plans and terms of reference (TORs) to implement roadmap initiatives, and provide technical assistance to these stakeholders to implement the roadmap. S/he will carry out regular communications with partners and stakeholders and will be knowledgeable and fully aware of the local context and culture. Third, the Institutional development Manager will support the operationalization of the water saving calculation methodology developed by the WEC Activity team in collaboration with the WEC Monitoring, Evaluation, and Learning (MEL) Team.
Responsibilities:
- Liaise with the National Carrier Project management team and WEC technical team to support the NCP in specific activities as identified in the Activity work plan.
- Draft comprehensive institutional development plans for the MWI and other stakeholders, in collaboration with WEC staff and partners, aligned with available resources for the ongoing implementation of the National Water Conservation Roadmap.
- Collaborate closely with the project team, as well as implementing and technical partners, to define and execute the roadmap initiatives. This involves overseeing the development of TORs, securing necessary resources, and producing relevant written materials.
- Engage and coordinate with key stakeholders to share knowledge, outcomes, and lessons learned with the broader development community through various platforms, including workshops, seminars, conferences, think tanks, webinars, and exhibitions.
- Attend National Water Conservation Roadmap implementation meetings that are pertinent to WEC interventions to foster awareness and secure support for the National Water Conservation Roadmap among various stakeholders.
- Support WEC technical team in the development and implementation of capacity building plans for each water user sector.
- Support the MEL team on the water saving calculation process, including supporting technical documents, TORs for water saving calculation and verification, and development or reviews of technical surveys, studies, and assessments related to the water saving methodology.
- Contribute to monthly, quarterly, and annual reporting requirements.
Qualifications:
- Master’s degree or equivalent and 7 years in Environmental Studies, Public Administration, Civil Engineering, Water Resources Management, Management, Economics, Development Studies, or Bachelor’s degree and 10 years in related fields.
- A minimum of seven years of experience in developing practices/tools/training programs and/or implementation of the capacity building/ training activities is required.
- Previous engagement/experience with the water management sector in Jordan related to capacity building, assessment, and execution of capacity building plans.
- Strategic planning, institutional development, governance systems strengthening
- Quantitative analysis, data analysis, etc.
- Ability to work independently and in cross-functional teams
- Strong relationship management skills, particularly with government, civil society, and private sector counterparts
- Strong writing skills in both languages Arabic and English
- Detail oriented, demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
- Familiarity with USAID regulation and MEL requirements preferred.
- Ability to collaborate with interdisciplinary teams and follow procedures, meet deadlines.
- Proven capability to be adaptable, well-organized, and manage multiple workstreams efficiently.
