Provides functional support to:  MEAL (or Q&A) country offices coordinators or managers (person with the highest Q&A/MEAL position in the country).

Context

Terre des hommes Lausanne (Tdh), Switzerland’s largest children’s rights organisation, is reorganising its organisational model in order to get closer to children and young people in vulnerable situations in the thirty or so countries in which it is active.

In Tdh’s new organisational model, the HQ takes on the role of a centre of expertise in order to act effectively in favour of the respect, protection and promotion of children’s rights and to ensure overall steering, strategy, policies, monitoring and compliance and informed leadership.

In Middle East and North Africa, Tdh works directly in 7 countries (Afghanistan, Egypt, Iraq, Jordan, Lebanon, Palestine, Syria), with a regional office located in Amman, Jordan.

In 2024, Tdh faced intensified armed conflicts and unprecedented humanitarian challenges, with socio-economic difficulties. high levels of displacement, and security constraints increasingly limited the effectiveness of humanitarian operations. Despite these challenges, Tdh maintained its position as a trusted organization in child protection and child rights advocacy, increasing support by over 11% compared to 2023. Emergency responses in Gaza and Lebanon provided mental health support, safe learning spaces, cash assistance, and hygiene kits to thousands of children and caregivers. Additionally, Tdh strengthened collaboration, knowledge-sharing, and local partnerships, while implementing the Arabic MOOC on Children’s Rights to promote education and awareness.

Mission

Within the scope of the Quality and Accountability expertise:

  • Monitors, analyses and reports on results – including key performance indicators – and issues relating to quality and accountability at regional level.
  • Promotes and applies global frameworks, standards, processes and tools relating to quality and accountability in the region and within the country offices.
  • Harmonises practices at regional level.
  • Builds the capacity of teams to respond to quality and accountability issues at regional level.
  • Trains key country offices users in these frameworks, standards, processes and tools.
  • Conducts evidence-based research, capitalisation and evaluation of operations carried out at regional level.
  • Supports the country offices in all matters relating to quality and accountability (promoting quality and accountability in projects and programmes, methodological and technical support, etc.).
  • Encourages and coordinates cross-country exchanges to create a culture conducive to exchange and critical reflection, collective learning and partnership working.
  • Reports relevant information to headquarters in a timely manner, so as to contribute to the generation of knowledge and the advancement of practices.

Participation in governance bodies

  • Regional office managers’ meeting
  • Retreat of managers of the region (geographical scope)
  • Ad hoc SMT or porgram meetings at Country Offices when requested by the Country Director or Porgramme Coordinator.

  • Ensures the implementation, dissemination and appropriation of the strategy at regional level.
  • Contributes to the steering of the strategy.
  • Ensures the implementation of the strategy in the countries of intervention.

Partnership

  • Contributes to the identification, development and implementation of strategic partnerships.
  • Supports the strengthening of local and national players.
  • Ensures the dissemination and application of the partnership and aid localisation policy and related tools at regional level.
  • Supports country offices in the implementation and development of partnerships.
  • Supports country offices in Tdh’s ambition to strengthen aid localisation.

This function requires the possession of fundamental personal, social and leadership skills, technical and methodological skills, as well as managerial and strategic skills. In particular, the following:

  • Significant experience in financial and budgetary management, human resource management and project management.

Specific knowledge

  • In-depth knowledge of international quality and accountability issues and standards, and understanding of how to implement them, through proven experience in operational functions in contexts more or less similar to the region. Including direct experience in participatory approaches and working in partnership
  • Trained as a trainer or recognised experience as such.

 

Requirements

Training/Qualifications  

Master's degree in Humanitarian Action or Humanitarian Project Management or any other degree related to the function.

Experience

  • Minimum of 5 years experience in the development / humanitarian context, preferably in the field of children's rights (protection, health, migration, access to justice) and in MENA countries.
  • Expertise in the design, planning and implementation of Quality and Accountability policies and processes (situation analysis, research, planning, monitoring, evaluation, learning, capitalization; accountability to beneficiaries and communities, participatory approaches, gender, diversity and inclusion, data, information and knowledge management, promotion of a data management culture, communication, participation of key actors in these processes).
  • Expertise in project cycle management, in-depth knowledge of its concepts, processes and tools, and in facilitating participatory processes.
  • Capacity-building and mentoring skills and experience, ability to identify needs, train others in a supportive and collaborative manner.

Objectives

Objectives for the upcoming period should be completed on the Line Supervisor Evaluation Interview Form and in consultation with the functional manager.
