Launched in 2023, Youth Grow Activity (YGA) is a five-year US Government (USG)-funded initiative that aims to transform the economic trajectory of Jordan’s youth while strengthening resilient, opportunity-rich local systems to promote long-term stability and security. YGA’s reflects a growing strategic consensus: youth economic empowerment is no longer just a development objective; it is a tool for socioeconomic prosperity. YGA tackles the root causes of economic exclusion and youth unemployment—key drivers of social unrest, destabilized vulnerable communities, and brain drain and migration. By aligning local and national economic opportunities with shared regional and global strategic interests, YGA leverages economic empowerment as a force to foster resilient partnerships that help co-create future-ready systems. YGA focuses on three core objectives:
- Increased youth access to income-generating opportunities. YGA prepares, inspires, and links youth with opportunities and career pathways that allow them to generate income in growing arenas, including technology-enabled work, remote employment, and enhancing youth-led and youth-serving enterprises growth opportunities.
- Enhanced youth economic leadership through targeted support of youth-led, youth-serving organizations, and youth groups through integrating sustainable practices and procedures for youth economic integration into the local and national ecosystem and enhancing youth's meaningful involvement in decision-making by creating avenues where their voices are heard to shape their support activities that affect their economic progress. This approach allows YGA to support inclusive economic growth that fosters innovation and long-term value creation.
- Strengthened Jordan's youth development system in partnership with youth through enhanced coordination among stakeholders within youth-relevant services and policies and strengthened youth centers' capacity to serve as a connection hub between youth and youth support ecosystems to develop a lasting environment for youth empowerment and engagement.
POSITION DESCRIPTION:
The Monitoring, Evaluation, and Learning (MEL) Coordinator will play an essential role in implementing an effective monitoring, evaluation, and learning system. The MEL Coordinator will support in setting up MEL data collection and reporting mechanisms, ensuring compliance with project agreements, and generating insightful reports on program achievements. Reporting directly to the Monitoring and Evaluation Lead, the MEL Coordinator will collaborate closely with project team members to ensure proper utilization of the MEL system and achieve the Activity objectives. Qualifications include experience in monitoring and evaluation, data management, analytical and communication skills, and the ability to work both independently and collaboratively.
ROLES and RESPONSIBILITIES:
MONITORING, EVALUATION AND LEARNING, INFORMATION AND QUALITY MANAGEMENT
- Support the implementation of the activities identified in the MEL plan.
- Support the development and utilization of a systematic and realistic monitoring plan that captures quantitative and qualitative data that are directly reported on program indicators.
- Support in planning and conducting quarterly and final learning reviews.
- Participate in planning for and conducting Data Quality Assessments (DQAs), by ensuring that all stakeholders are aware of the indicator’s definition and method of calculation.
- Assist in organizing and maintaining documentation of the Activity documents, evidence, and data by Q2Impact and YGA Standards.
- Ensure compliance with relevant donor, Q2Impact, and YGA policies and regulations.
- Ensure adherence to participants' data protection protocols.
- Handle YGA partner MEL activities, including support in developing interventions, MEL plans, and support in executing the agreed MEL activities
- Other duties as assigned.
DATA COLLECTION
- Develop data collection tools and instruments, including digitized data collection methods, i.e., ODK collection using XLS forms.
- Train the team and relevant stakeholders on using the data collection tools and platform.
- Collect project data by conducting regular field visits and interactions with the Activity participants.
- Maintain a comprehensive and updated database for the Activity.
- Handle, maintain, and troubleshoot data collection issues that arise in the field.
- Conduct monthly data check-ins to ensure that YGA data is regularly cleaned.
- Develop a monthly report that includes program achievements.
PROJECT EVALUATION
- Participated in developing research questions to evaluate the effectiveness, impact, and appropriateness of the project-achieved results.
- Participated in developing project evaluation proposals and hiring partners to evaluate the project activities.
- Facilitate or co-facilitate the implementation of surveys, focus group discussions, interviews, and follow-up on evaluation exercises for various initiatives under the project.
- Participate in drafting narratives for qualitative and evaluation reports.
- Support in reviewing the external evaluation reports.
LEARNING AND REPORTING
- Support in collecting project learnings and insights.
- Develop adaptation plans based on the project learning and challenges.
- Support in conducting Learning sessions including pause and reflection sessions and after-action reviews.
- Support in compiling M&E-related reports and disseminating results regularly.
- Support in preparing project progress reports.
- Facilitate documentation of project data, lessons learned, and best practices for internal and external sharing.
- Support in visualizing the project data to facilitate the use of the data in decision-making.
- Regularly develop analysis sheets, Indicator reporting sheets, actual vs targets, and analysis reports.
- Develop a narrative report on quantitative and qualitative data collected.
MINIMUM EDUCATION, EXPERIENCE, SKILLS and QUALIFICATIONS:
- Minimum BA degree in Sociology, Economics, Statistics, Industrial Engineering, or other relevant fields.
- Four years of experience in supporting monitoring and evaluation of development and/or relief programs, US-funded projects, is a plus.
- Demonstrated skills in data collection, statistical analysis methods, and database management.
- Experience developing and delivering training on M&E.
- Experience in developing and tracking log frames.
- Effective communication skills to report findings and collaborate with team members and partners.
- Excellent writing skills, including reports, best practices, case studies, etc.
- Proficiency in Microsoft Office applications, including Excel and Word.
- Proficiency in developing XLS forms and using ODK is required.
- Dedication to delivering high-quality work.
- Efficient use of time to achieve objectives.
- Excellent analytical skills to interpret data and generate meaningful insights.
- Fluency in Arabic and English.

LOCATION OF ASSIGNMENT
The MEL coordinator will be based in the Youth Grow Activity office in Amman, Jordan. The MEL coordinator is expected to conduct field visits (50% of the time) to all Jordanian government agencies as per the project needs.
