Private Sector Engagement Director

 

The USAID-funded Water Efficiency and Conservation Activity (USAID/WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Private Sector Engagement Director. This position is limited duration agreement LTTA and for a period of twelve months, based in Amman.

Position Description/Summary:

The purpose of this position is to provide technical assistance services and related support to accomplish the objectives of the Water Efficiency and Conservation Activity (WEC). WEC is a five-year Activity, implemented from September 2022 to September 2027. The objective of the WEC Activity is to increase water use efficiency and conservation in Jordan by applying commercial incentives to the agriculture, industrial, and large-scale water consumers, supporting the government of Jordan’s approaches to water demand management and tailored support to the National Carrier Project.

Under the supervision of the Deputy Chief of Party, the Private Sector Engagement (PSE) Director will support WEC’s engagement with private sector partners, and ensure knowledge is appropriately disseminated to Activity staff and partners to facilitate sustainability and local ownership past the life of activity. This position will engage closely and provide support to the following components: 1) Component 1: Enhanced technical resources and expertise across public and private sectors to increase irrigation efficiency, reduce reliance on groundwater, and promote the use of non-conventional water sources and 2) Component 2: Improved engagement with large-scale water consumers to reduce reliance on freshwater resources and enhance water efficiency practices. This role will also provide specific support as needed for component 3: Water demand management in support of GOJ and the NCP – Assist the GOJ in designing and implementing effective water demand management (WDM) measures, strengthening institutional coordination, and improving public understanding of the value and cost of water to ensure the sustainability and impact of new water supply investments.

The PSE Director is a key personnel position, and the incumbent will play a major role in achieving WEC’s objectives through enabling the Jordanian private sector to play a role in enhancing water efficiency across various segments of the Jordanian economy. The PSE Director will provide technical leadership and, in consultation with WEC Chief of Party (COP), and Deputy Chief of Party (DCOP), maximize close collaboration with key Jordanian private sector stakeholders across the water sector which can result in changes and approaches that lead to significant and sustainable water savings among large scale public and private water consumers throughout the country.

Responsibilities:

The PSE Director will report to the DCOP and perform the following duties:

  • Leads, and supports design and implementation of private sector engagement strategies to enhance technical resources and skilled expertise for efficient and reduced water application in irrigated agriculture and  more efficient use of water conservation in the large water consuming sectors both public and private (industrial and commercial).
  • Works closely with other technical and administrative staff to ensure integration of technical areas as well as strong collaboration with relevant stakeholders.
  • Works with international and local subcontractors to implement activities with one vision and ensuring compliance with activity objectives.
  • Ensures short-term consultant assignments related to private sector engagement are properly implemented, integrated, and completed, with appropriate reporting provided and shared.
  • Contributes to the project’s thought leadership through generating knowledge products, innovative approaches and educating the Jordanian audience on the potential of the private sectors role in applying water demand management approaches
  • Ensures the quality and timeliness of regular and ad hoc reports pertaining to his/her work.    

Qualifications:

  • Masters’s degree Engineering, Environmental management, Business Administration, Economics, Development Studies and 10 years of experience or Bachelor’s degree and 15 years of experience
  • Ten years of experience in private sector engagement in Jordan. Experience and insights gained through previous engagements with the Jordanian water sector would be an advantage.   
  • Demonstrated experience working with and building capacity of private sector stakeholders.
  • Demonstrate the ability to build networks with and among multiple stakeholders, especially private sector entities, to implement sustainable water conservation solutions
  • Previous experience in developing and implementing sustainable business strategies,
  • Familiarity with USAID regulation and MEL requirements preferred. 
  • Strong management and leadership skills, with a good understanding of relevant cross-cultural issues, and emphasis on establishing a balance between strategic guidance and team empowerment.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Excellent management and leadership skills, with a thorough understanding of relevant local businesses issues. Long-term thinking to positively shape WEC vision.
  • Strong demonstrated writing skills.
  • Proven capability to be adaptable, well-organized, and manage multiple workstreams efficiently.
