The GIZ Jordan Project "Digitalisation of TVET in Jordan is seeking to hire an “Vocational Training and Labour Market Advisor – Focus: Digitalisation” for full-time base employment.

The “Digitilisation of TVET in Jordan” project is part of the TVET portfolio of GIZ Jordan, which aims to strengthen the quality and attractiveness of vocational education and training across the country. Working in close partnership with the Ministry of Education, public training providers, and civil society organisations, the project focuses on developing standardised procedures for digital TVET and designing inclusive, barrier-free learning methods that improve access for women and marginalised groups. A core element is the capacity building of teaching staff in both digital methods and inclusive, gender-equitable approaches. By combining technical and pedagogical skills development, the project ensures that learning content and platforms are accessible, engaging, and relevant to diverse learners. These efforts contribute to enabling young people — particularly from disadvantaged backgrounds — to acquire the skills needed in the digital age, while supporting companies in accessing a better qualified and digitally competent workforce.

Qualifications and Specialist Knowledge

  • Bachelor’s degree in, social sciences, economics, or any other related field.
  • At least 5 years professional experience in the TVET sector in Jordan
  • At least 5 years of professional experience in the international development sector, experience in GIZ is a plus. 
  • Experience in implementing activities, capacity development and advising of partner institutions
  • Very good advising, training, empathy, communication, cooperation, organisational, and networking skills.
  • Excellent commitment, team spirit, reliability, and intercultural understanding.
  • Very good digital competencies (MS Office: MS Teams, Power Point etc.)
  • Excellent Arabic and English language skills

Main Responsibilities

  • Ensure strategic guidance and coordination on TVET and e-learning digitalisation with the Ministry of Education and key stakeholders, adapting global best practices to the Jordanian context.
  • Manage implementation of activities and consultant contributions to ensure timely, high-quality delivery of project outputs and procurement processes.
  • Oversee procurement and contractual processes for digital resources and services, ensuring alignment with project priorities.
  • Support indicator achievement, reporting, and portfolio synergies by contributing expertise and ensuring coherence across activities.
  • Drive knowledge management by capturing and sharing lessons learned, success stories, and good practices through project knowledge products and GIZ networks.
  • Plan and deliver innovation-driven events such as workshops, hackathons, and public-private dialogues to connect TVET providers with industry experts and donors, accelerating digitalisation initiatives.

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
