The USAID-funded Water Efficiency and Conservation Activity (USAID/WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Water Audit Expert. This position is short term consultant, based in Amman.
The USAID Water Efficiency and Conservation (WEC) activity aims to increase water conservation in Jordan by improving water use efficiency in the agricultural, industrial, and municipal sectors. The activity will work to make the market systems for water saving practices and technologies tick and thus help farmers, households, companies, and industrial plants to save a total of 70 million cubic meters of water, which is around the double the annual water consumption of the Jordanian industrial sector. It addresses the market system constraints that hinder the adoption of water saving technologies and practices. To achieve this, the activity will provide technical, commercial, and financial resources to water saving technology market actors to increase demand on such technology by farmers and other users and improve the ability of the private sector to meet such demand and provide advisory services to ensure demand sustainability. The activity also aims to strengthen the governance of water demand management across relevant institutions in the water sector by enhancing the enabling environment through improved regulations, capacity building, and coordination mechanisms. This includes integrating water auditing as a key practice within the functions of the water sector to achieve more effective water demand management.
POSITION DESCRIPTION / SUMMARY:
Jordan, a water-scarce country with critical water shortages, requires effective water demand management to ensure sustainable use of its limited water resources. Water audit is recognized as a valuable tool for identifying water-saving opportunities and reducing demand for municipal water supplies. To encourage widespread adoption and professionalize water auditing, Jordan aims to institutionalize and standardize this practice by establishing an accreditation framework for water audit practitioners and trainers. This framework will involve both the private and public sectors, including consultancy firms and government technical staff
The consultant will play a key role in developing the accreditation system that will be structured into a framework, considering the collaborative roles of the Ministry of Water and Irrigation, the Technical and Vocational Skills Development Commission, vocational training centers, universities, the Royal Scientific Society, and other stakeholders, as well as incorporating best practices from international certification programs
DETAILED RESPONSBILITIES:
The Water Audit Expert will collaborate closely with the Ministry of Water and Irrigation, Water Authority of Jordan (WAJ), WEC team, and the private sector to develop an accreditation system for water audit practitioners and trainers. Additionally, the expert will design and implement a capacity-building plan for various partners involved in conducting water audits and performing feasibility analyses. The role also includes supporting WEC in selecting and implementing water-saving schemes for at least 8 large water consumers. The tasks below provide a detailed overview of expected responsibilities.
Expected effort level (25 days)
Task 2: Assist WEC team in selecting and follow up on the implementation of at least 8 water saving schemes in at least 8 pre-selected large water consumers facilities

Task 3: develop and conduct Water Auditing training (material and actual training)

LOCATION OF ASSIGNMENT:
This assignment is mostly to be conducted in Amman, with some travels to the different locations in Jordan as needed. Might need accommodation and transportation
REPORTING:
The position holder will directly report to the Water Demand Management Department manager in the Ministry of Water and Irrigation, or her delegate.
QUALIFICATIONS:
The total expected level of effort (LOE) for this assignment is 60 Days within 4 months.
