Water Policy and Planning Specialist

The USAID-funded Water Efficiency and Conservation Activity (USAID/WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Water Policy and Planning Specialist. This position is limited duration agreement LTTA and for a period of twelve months, based in Amman.

Position Description/Summary:

Under the supervision of the Strategic Planning and Water Demand Director, The Water Policy and Planning Specialist will lead and support initiatives to advance water conservation and efficiency policies, regulations, and technical systems in collaboration with the Government of Jordan (GoJ), relevant ministries, utilities, and other stakeholders. The position plays a key technical role in the implementation of the national water conservation roadmap, integrating technical expertise, policy reform, and decision support systems and tools to ensure effective and sustainable water use and resource allocation. The focus area for this position is to support the implementation of the activities under WEC Component 3: Assist the GOJ in developing and Implementing Efficient Water Demand Management Approaches to support the Goals and Impact of the National Carrier Project. This position is also requested to support the other two components as needed and as per the work plan. The Specialist works closely with other project members and external consultants on WEC-related activities and liaisons with the water sector and other government of Jordan (GOJ) institutions in Jordan.

Responsibilities:

  • Lead activities to support GoJ in revising policies, standards, and regulations to incentivize widespread adoption of water conservation measures.
  • Provide technical support to strengthen GoJ’s long-term capacity to measure the effectiveness of policy and regulatory tools on water conservation.
  • Support in the facilitation of the inter-ministerial collaboration to improve water conservation to drive the adoption and implementation of the water conservation roadmap initiatives.
  • Provide technical and policy advice to government bodies, utilities, and stakeholders to support the adoption and implementation of water conservation action plans.
  • Facilitate stakeholder consultations, working groups, and technical advisory committees related to incentives, policy reform and decision support tools and systems.
  • Supervise the design and implementation of the Water Accounting System that WEC is developing with its partners to guide planning and resource allocation at both the basin and national levels.
  • Provide technical input and review for WEC technical deliverables and technical reports
  • Support in managing specific initiatives related to best practices and knowledge management for the different sectors.
  • Support in developing scopes of work, terms of reference, concept notes relate to the implementation of institutional water conservation initiatives and programs. 
  • Coordinate project schedules and deadlines, ensuring that all involved tasks are on track to meet deadlines and deliverables.
  • Contribute to monthly, quarterly, and annual reporting requirements.

Qualifications:

  • Master’s degree or equivalent; 7 years in agricultural or civil engineering, water management, natural resources management or another related field, or Bachelor’s degree or equivalent; 10 years of experience in relevant field
  • A minimum of seven years of successfully implementing and managing technical aspects related to the design of water conservation policy and regulatory incentives, and planning
  • Deep understanding of water governance and planning principles.
  • ArcGIS capabilities are needed.
  • Good understanding of water policies, regulations, and planning principles.
  • Experience working with diverse teams.
  • Ability to work with and coordinate closely with government staff, effectively manage expectations, and build the capacity of counterparts
  • Excellent planning, reporting, Monitoring, Evaluation, and Learning (MEL), problem-solving, and relationship management skills.
  • Excellent communication skills and previous experience in private-sector engagement in Jordan’s water sector.
  • Ability to both lead and collaborate with interdisciplinary teams.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members
