About the project
As one of the world’s most water-scarce countries, Jordan is at a critical juncture, grappling with escalating climate-related disasters that pose a challenge to its humanitarian efforts, economic stability, and environmental integrity. Flash floods and heatwaves have emerged as two of Jordan’s major hazards, affecting water resources, agriculture, and livelihoods. Mercy Corps Jordan’s project, Tabeaa: Strengthening Climate Resilience in Jordanian Communities, is funded by the Z Zurich Foundation and the Swiss Agency for Development and Cooperation (SDC). The Tabeaa project works at both national and local community levels, driving systemic change through policy localization and DRR/CCA strategy enforcement at the national level, while supporting five communities across Jordan to build adaptive capacity at the local level. The project’s approach concentrates on three program systems: Community Empowerment, Policy Localization, and Private Sector Engagement.
Background and Rationale
Azraq district, located in Jordan's eastern desert, is among the areas most severely affected by climate change. Rising temperatures and prolonged droughts are diminishing an already scarce rainfall, lowering groundwater levels, and accelerating desertification across the district.
In 2025, as part of its inception phase, Tabeaa project conducted a community climate resilience assessment across its target communities including Azraq, to identify climate resilience gaps and inform effective intervention design. Findings for Azraq revealed gaps in indicators related to energy affordability. While fuel and electricity are mostly continuous, almost all households and many businesses face high energy costs for heating and cooling, especially vulnerable groups, alongside concerns about system reliability, and preparedness for future extreme events, these findings show an increased pressure on the already vulnerable community in Azraq. Building on these findings, Mercy Corps has partnered with JREEEF (Renewable Energy and Energy Efficiency Fund) to plan and implement an energy related intervention, as detailed below.
Intervention Design Overview
Under Tabeaa's partnership with JREEEF, the intervention will be built around two complementary components, brought together for a more cohesive approach to energy resilience in Azraq. It will address energy affordability in the district through four key phases, each reinforcing the other.
The hard stream will deliver direct support to 40 households, installing solar water heaters by one of JREEEF’s trusted providers to reduce water heating costs, which will in turn lower beneficiary households' overall energy bills in Azraq.
The soft stream will run alongside it and is what will make the hard stream accurate and sustainable. Fifteen youth participants, from local graduates of renewable energy engineering or other similar field of study, will be recruited and trained through a capacity building workshop covering assessment methodology, use of energy-based measuring devices, and data management. Once trained, the youth participants will collect data on the households level confirming which are genuinely most vulnerable against the agreed criteria and establishing each household's baseline energy and affordability. This baseline will give the intervention a reference point against which savings can later be measured once the solar water heater is installed. Training and engaging youth participants for this stream will serve two purposes, placing assessors in the field who understand the local context and can engage households effectively, and giving these young engineers a first practical application of their qualification with direct relevance to future employment in the sector.
The youth participants will then be engaged a second time in wider community awareness. Having already built trust with households during the assessment, they will lead two sessions in Azraq, one for households and one for small businesses, on energy-saving practices. This will extend the intervention's logic beyond direct support, building broader understanding of the behavioral changes needed to lower energy bills across households and businesses outside the 40 direct beneficiaries.
In summary, the intervention will proceed through the following phases:
• Phase 1: A capacity building workshop will be implemented for 15 participants who studied renewable energy engineering, preparing them to conduct the household assessment in Phase 2 and awareness sessions in Phase 3.
• Phase 2: The trained youth participants will conduct the household assessment, establishing each household's baseline energy affordability and confirming the list of households that will receive water heaters against a pre-set criteria.
• Phase 3: Solar water heaters will be installed by JREEEF for the confirmed households, based on the Phase 2 assessment data. This phase falls outside the consultant's scope of work.
• Phase 4: Two awareness sessions will be conducted by trained youth, one at household level and one for small businesses, focused on energy-saving practices and other relevant topics that support efficient energy use in Azraq.
Consultant Objectives
Tabeaa project is seeking an Energy Expert Consultant to lead the intervention across three of the four phases. The consultant will be responsible for:
• Establishing the capacity building plan and material for the youth participants under Phase 1, preparing them to conduct the household assessment and the awareness sessions
• Leading with the youth during collection of the baseline data and interpreting the assessment data generated in Phase 2, providing recommendations on eligible households which Phase 3 will be based on - solar water heater installation
• Co-leading and developing material for the two community awareness sessions in Phase 4 alongside the trained youth participants, targeting households and small businesses on energy-saving practices
• Documenting the intervention's process and findings across all phases that falls under the consultant scope
Consultant Activities:
Inception Phase
• Attend a kick-off meeting with the Tabeaa focal point to align on scope, objectives, climate resilience findings, and Mercy Corps' accountability mechanisms (CARM)
• Develop an inception report, including a detailed workplan for the full consultancy period
• Review relevant program documents and prior studies, and validate the proposed intervention design
Phase 1: Youth Participants Capacity Building
• Establish the capacity building material and plan, covering curriculum and delivery method
• Lead recruitment of the 15 youth participants, covering eligibility and announcement
• Conduct a minimum of three-day capacity building workshop sessions in Azraq, covering, but not limited to:
o Household utility assessment on energy consumption against the agreed criteria and use of the related measuring devices
o Energy efficiency and energy use in households
o Heatwave adaptation and low-cost cooling practices
o Energy–water nexus basics
o Data collection processes and proper use of provided tools
o Ethical considerations and data protection
o Any other areas the consultant and project team deem necessary
• Conduct pre- and post-training evaluations to assess knowledge improvement of youth throughout the sessions
• Coordinate, facilitate, and oversee training logistics in collaboration with Mercy Corps
Phase 2: Household-Level Assessment
• Establish the baseline data collection plan, data collection tools, tool training, covering methodology, eligibility criteria, data collection process, and outreach approach
• Support the youth participants during their in-person household visits, including but not limited to spot checks, to ensure data quality
• Ensure data collection captures both quantitative and qualitative inputs of: energy consumption, appliance use, building conditions, and practices during heatwaves.
• Supervise the data collection process and provide the necessary tools and measuring devices required
• Lead data entry, cleaning, and analysis, and review and validating datasets
• Interpret the data and provide a detailed report with data analysis, including recommendations on eligible households, forming the technical basis for the Phase 3 installation
Phase 4: Community Awareness Sessions
• Develop the awareness session material and prepare the youth participants to co-lead the sessions
• Co-deliver two awareness sessions in Azraq, one for households and one for small businesses, on energy-saving practices
• Coordinate, facilitate, and oversee session logistics in collaboration with Mercy Corps
Reporting and Coordination (Across All Phases that fall under the consultant scope)
• Compile a final report summarizing assessment findings, training outcomes, awareness session results, and recommendations for future interventions
• Participate in coordination meetings with the project team, sharing key findings as the intervention progresses
• Review and revise all deliverables based on feedback from Mercy Corps
Other
• The consultant will be responsible for organizing their own logistics, including transportation and fuel, to be included in the financial proposal.

Consultant Deliverables:

7. Final report covering: findings, outcomes, and recommendations across phases (1,2 and 4) including data and feedback collected after youth training (pre/post data) and awareness session participant feedback
Timeframe / Duration:
The consultancy is expected to begin last week of September/ first week of October and should be completed by 20 working days following award.

Consultants must submit a lump-sum financial proposal in Jordanian Dinar (JOD), covering all costs related to the assignment measuring devices, cost of resources, travel expense, communication, and any data collection activities for phases (1,2 and 4). Mercy Corps will cover all other logistical supplies for the whole intervention related to youth training and awareness sessions.

Required Experience & Skills
• At least 7–10 years of experience in energy, energy efficiency, environmental engineering, or related fields.
• Proven experience in small-scale energy / cooling solutions in hot and arid contexts.
• Experience in working with communities and local authorities in Jordan.
• Strong skills in preparing simple, implementation-ready designs and BOQs.
• Fluency in Arabic and good English (written and spoken).
• Proven experience of data management and data collection
• Experience in capacity building and training related to energy/energy affordability and awareness.
