Islamic Relief Jordan
Islamic Relief Jordan is a country branch of Islamic Relief Worldwide. Islamic Relief Worldwide is an internationally recognized charity, looking back on nearly 40 years of experience in humanitarian and developmental aid. It was founded in 1984 in Birmingham, UK, in response to the devastating famine in the Horn of Africa. Since then, Islamic Relief has grown into a charity that is active worldwide, putting development projects, emergency aid, and rebuilding projects into action in over 28 countries around the world.
Islamic Relief Jordan (IRJ) began its operations in 1997 with orphan’s sponsorship, sponsoring hundreds of orphans living in Jordan. IRJ extended its programs to seasonal projects with Ramadan and Qurbani distributions and In-Kind donations. IRJ has established strong partnership with international non-governmental organization and local one’s strengthening the overall response to the Syria crisis. At the onset of Syria humanitarian crisis in late 2011, IRJ provided emergency response to those affected by violence in Syria and has since then scaled up its capacity and operations with number of 70 staff across the country.

Job purpose:
- The Orphan and Child Welfare (OCW) Coordinator is responsible for leading and managing the IRJ OCW programme to meet IRW Global OSP objectives: To support the wellbeing of sponsored children of all ages and abilities and their families, by financing and supporting programmes to give them access to education, health, nutrition, protection, and shelter, as well as sustainable livelihoods for their families. The programme should enhance the overall quality of life and well-being of sponsored families and their children.
Technical Level (Only key points to be mentioned rather than activities)
- Implementation of programme activities as per IRW OSP Manual and OCW Policy, within budget and scope.
- Design and implement IRJ strategy to implementation of global programme that includes a holistic approach to the well-being of children in Jordan.
- Ensuring that the OCWP in Jordan is implemented in line with IRW CP, Safeguarding and Complaints and Feedback Mechanism Policies, including assessing compliance and taking appropriate measures.
- Establishing and maintaining referral channels for the OSP that are disseminated to families in Jordan in collaboration with technical colleagues (health, education, livelihoods, safeguarding, CP etc.)
- In line with IRJ business plan and in coordination with HoP, lead on identifying complementary-to-OSP interventions that support the achievement of OSP objectives, and draft project proposals and CNs to secure funding.
- Support advocacy interventions which aim to ensure women and children are more aware about their social and economic entitlements and able to live in an environment in which their rights are protected.

- Ensure strong relationships and coordination with other IRJ, IRW and IR Partner departments to implement and further the objectives of the programme.
- Line management of OCW Officers and supporting their development in managing their respective Assistants.
- Building and maintaining relationships with relevant external stakeholders, including government and local NGOs and CBOs.
- Strategically drive growth of IRJ sponsorship programming, including through new innovative measures.
- Build and maintain a strong, productive and healthy team environment.
- Ensure implementation of programme on-budget.
KEYACCOUNTABILITIES (The following are the main responsibilities that the role holder will be accountable for: )
Technical (Elaborate the technical key results areas in detail).
- Design and implement effective monitoring system programme activities as per IRW OSP Manual and OCW Policy, within budget and scope.
- Design annual ODS budgets to meet department needs, and monitor spending and implementation to ensure on-budget delivery, highlighting potential under/over-spends timely and acting accordingly.
- Design and implement annual plans that aim to further grow and develop the OSP. Plans should be aligned to IRW global objectives and reflective of country context.
- Responsible for development of efficient referral mechanism by bridging the gap between sponsored families / communities and service providers.
- Proactively identify and secure opportunities for interventions to complement the OSP through avenues, including through issuing assessments and analysing Al Yateem data.
- Closely work with HoP in designing, drafting concept notes, project proposal and budgets for complementary-to-OSP interventions.
- Ensure timely disbursement, monitoring and reporting of 1-2-1 Sponsorship Cash Assistance.
- Develop and deliver progress reports, proposals, documentation and presentations to various audiences.
- Actively monitor and address risks to the OSP.

- Ensure effective and complaint management of the IR USA funded Complementary Funds Project
- Design, implement and lead on capacity building plans and initiatives for the OCWP team
- Embed practices within OCWP to ensure awareness amongst targeted HHs of safeguarding, CP and complaints and feedback policies.
- Implement initiatives that raise awareness amongst groups on child and women’s rights and protection issues.
- Lead on planning and execution of IR Partner visits to project areas.
- Design internal and external referral mechanism to support access of families to services to meet varying needs.
- Ensure staff have adequate understanding of child protection and safeguarding, and program activities are delivered to highest CP and safeguarding standards, including through training of staff.
- To represent IRJ in meetings with government and other NGOs whenever needed.
- Close coordination and building of relationships with other IRJ departments to ensure quality and timely delivery of programme.
- Ensure accurate and complaint record-keeping is in place, in coordination with MEAL and Complaints Focal Point.
- Embed IR zero tolerance policy towards bribery and corruption throughout the programme
- In depth understanding of IR values and their demonstration in the field while working with communities.
- Ensure focus on marginalised groups and adaptation of intervention as appropriate to meet their needs.
- Participation and facilitation in implementation of IR seasonal programmes, emergency response and other interventions that are not implemented by OSP, but target sponsored orphans and their families, as and when required.
PERSON SPECIFICATION
It is essential that the post holder shows a good understanding and sympathy with Islamic values and principles as well as commitment to Islamic Relief Worldwide vision, mission and core values.
Education:
Bachelor’s or Master’s Degree preferably in Social Sciences
Experience:
- 5 years’ Minimum experience of similar role in an NGO
- Proven experience in monitoring and evaluation of programmes
- Demonstrable team management skills, and able to create a productive team environment.
- Ability to analyse difficult and complex situations and develop solutions to address these.
- Demonstratable ability to effectively develop project plans and budgets and ensure timely delivery of results.
Computer Skills:
MS Office, Outlook, Enterprise Resource Planning (ERP) systems familiarity
