1. Context
INTERSOS is deeply committed to fostering a sustainable and locally-driven approach to humanitarian action. Our core strategy revolves around localization, empowering local actors to lead and shape the responses within their own communities. We believe that by strengthening the capabilities of our local partners, we can achieve more effective, relevant, and enduring humanitarian outcomes. This initiative specifically aims to provide tailored capacity strengthening to our partners, with a primary objective of significantly enhancing their access to funding, enabling them to secure the resources necessary for their vital work and reduce their reliance on external intermediaries. This effort is particularly focused on progressively empowering local partners who are still developing their organizational infrastructure. In order to empower local partners, we jointly aim to address the financial barriers not allowing them to easily access funding opportunities.
2. About INTERSOS Partners:
The consultant will be working closely with five national partners in total: four Community-Based Organizations (CBOs) and one National Organization. Our partners are based in Irbid, Amman, Karak, and Ma’an. The CBOs have a focus on Protection and Livelihoods, while the national partner is focused on Protection and Health. Their needs include donor mapping, proposal development training, coaching, and support to submitting proposals.
3. Scope & Objectives
The primary goal of this consultancy is to significantly boost our partners' ability to secure funding and enhance their long-term financial stability. This will be accomplished by delivering a customized program that combines coaching and practical, on-the-job training.
Therefore, INTERSOS is looking for a qualified and experienced consultant to work closely with our local partners. The focus of this work will be strengthening their overall organizational sustainability. We expect this consultancy to last between 2 and 3 months and 25-30 working days.
This consultancy will be split into two lots, where the consultant can apply for either one or both lots.
- Lot 1 (Support to 1 LNGO):

FOCCEC is a Forearms of Change Center to Enable Community (FOCCEC) is a Jordanian civil society organization established in 2012, addressing social and health needs, dedicated to providing services and advocating in the fields of sexual and reproductive health and rights (SRHR) and harm reduction. FOCCEC addresses a wide range of critical issues, including family planning, antenatal, intrapartum, and postnatal care, the prevention and treatment of sexually transmitted infections (STIs), HIV prevention and support, and the prevention of violence against women and girls. Recognizing the intersection between SRHR and substance use prevention, FOCCEC serves people who use drugs (PWUD) and actively advocates for the adoption of a national harm reduction approach, as one of the first organizations to address HIV at a national level.
FOCCEC has four branches across Jordan—Amman and Zarqa in the central region, Irbid in the northern region, and Karak in the southern region—and operates as a registered non-profit organization (Registration No. 371) with a strong governance framework. The board of directors oversees the organization's management, while the general assembly ensures accountability and supervises the board’s performance, reinforcing FOCCEC’s commitment to effective leadership, advocacy, and community empowerment.
FOCCEC has also been working on developing its protection component to complement its efforts in addressing the needs and concerns of its affected communities. It has incorporated a protection department (which provides CM services). FOCCEC is looking for growth in both health and protection components.

East Amman Charity is a community-based organization, established in 1996, and specialized in providing protection and LLH services for the community. They also provide recreational activities and awareness raising sessions for the community.
About our partner:
Mutah Charity is a community-based charity in Karak, they Specialize in providing support and services to PWDs, Protection and LLH. They also provide recreational activities and awareness-raising sessions for the community in Karak. Similar to EA, Mutah CBO had many partnerships with National/ International organisations.
Iksab Center for Sustainable Development is a non-profit civil society organization dedicated to empowering and building the capacity of local communities to achieve comprehensive development.
Iksab strives to promote social cohesion and sustainability by developing economic, social, and environmental capacities, with a special focus on empowering women and youth.
Iksab works to implement innovative programs and projects aimed at enhancing food security and economic and social empowerment, thereby contributing to an improved quality of life for individuals and achieving balanced and inclusive development
Al-Qantara Center for Human Resources Development is a non-profit company in Ma'an, established in 2012 with the goal of building the capacity of youth. Since its inception, the center has sought to build the capabilities of young people, enhance their self-reliance, provide them with skills, and encourage them towards entrepreneurship, creativity, and active participation in the social, political, and economic life of the southern governorates, through the developmental projects and initiatives it implements.
Scope of the work for lot 1 and lot 2:
Fundraising
The consultant will actively guide and work alongside partners to conduct a comprehensive donor mapping exercise. This involves collaboratively identifying and analyzing potential funding sources that align with the partners’ specific missions, programmatic areas, and geographic focus. The consultant will equip the partners with methodologies to research various donor types—including institutional bodies (governments, UN agencies, multilateral banks), private foundations, and corporate social responsibility initiatives—prioritizing those whose funding interests directly match the partners’ current and future project needs and goals.
This exercise will go beyond mere identification; the consultant will support the partners in profiling each potential donor in detail. This includes gathering crucial information such as their funding priorities, typical grant sizes, application processes, and past funding patterns. The goal is to produce a comprehensive, prioritized list of potential donors, complete with relevant contact information, and to collaboratively assess the likelihood of success for each, empowering the CBOs to strategically focus their fundraising efforts with increased efficiency.
The consultant will deliver targeted training and ongoing coaching to Partner staff, equipping them with the practical skills needed for successful proposal development. This training will comprehensively cover the entire lifecycle of proposal writing. Specifically, it will delve into understanding diverse donor guidelines and requirements, moving into the art of developing compelling narratives that resonate with donor priorities. Participants will gain hands-on experience in crafting robust logical frameworks, preparing detailed and justifiable budget narratives, and designing effective monitoring and evaluation plans. The training will be highly interactive, integrating real-world examples, case studies, and practical exercises to ensure immediate applicability. Expected deliverables for this phase include comprehensive, customized training modules and practical, editable templates for each key component of proposal writing.
Beyond foundational training, the consultant will provide direct, hands-on coaching as Partners develop actual proposals. This on-the-job support will involve reviewing drafts, providing constructive feedback, identifying areas for improvement, and helping Partners articulate their impact and capacity effectively. The aim is to empower Partners to independently develop high-quality, donor-compliant proposals that clearly communicate their project's value and align with donor priorities. As a key deliverable, the consultant is expected to provide direct, in-depth support and review up to 2 actual funding proposals developed by each Partner during/after the consultancy period.
The consultant will also provide general guidance on core donor compliance principles, particularly as they relate to sound and robust reporting. This is crucial for minimizing non-compliance risks. Rather than a separate, exhaustive training, compliance will be addressed as an embedded element within proposal development and project reporting activities, ensuring Partners can demonstrate accountability and trustworthiness to donors.
The consultant's role in fostering financial sustainability for partners extends beyond aiming at securing individual grants. It encompasses a broader approach to financial health, focusing on discussions on diversifying funding streams through avenues like local fundraising, membership models, and earned income. The goal is to equip partners with the knowledge and tools to reduce their financial risks and ensure continuous operations. This strategic guidance also involves advice on developing realistic organizational budgets that cover both program and administrative costs, optimizing resource allocation, and implementing robust financial management policies. Ultimately, the aim is to empower partners to achieve greater financial self-sufficiency and resilience, enabling them to effectively fulfill their missions long-term.
4. Methodology & Deliverables
The consultant is expected to adopt a highly participatory, practical, and results-oriented methodology. The approach should primarily focus on coaching and on-the-job training, ensuring that Partners gain hands-on experience and develop sustainable internal capacities rather than just receiving theoretical knowledge. This will involve working directly with Partner staff, facilitating interactive workshops, providing one-on-one mentorship, and offering constructive feedback on their actual fundraising and financial management efforts. The methodology should be flexible enough to be tailored to the specific needs and current capacities of each individual Partner organization.
The consultancy can utilize a blended approach, combining both in-person engagement within Jordan (if applicable and feasible) and remote support, to maximize efficiency and accessibility for Partners. All activities, training materials, and guidance provided should be culturally sensitive and directly relevant to the operational context of local non-governmental organizations in Jordan. The consultant will maintain close coordination with the INTERSOS team throughout the assignment to ensure alignment with the overall localization strategy and objectives.

The consultancy is expected to be completed within a period of approximately 3 months, starting from October 2025. The exact start date will be mutually agreed upon with INTERSOS following the selection of the successful consultant. The consultant will be required to submit a detailed work plan with specific timelines for each deliverable as part of the inception report.
