About the Project

As one of the world’s most water-scarce countries, Jordan is at a critical juncture, grappling with escalating climate-related disasters that pose a challenge to its humanitarian efforts, economic stability, and environmental integrity. Flash floods and heatwaves have emerged as two of Jordan’s major hazards, affecting water resources, agriculture, and livelihoods. Mercy Corps Jordan’s project, Tabeaa: Strengthening Climate Resilience in Jordanian Communities, is funded by the Z Zurich Foundation and the Swiss Agency for Development and Cooperation (SDC). The Tabeaa project works at both national and local community levels, driving systemic change through policy localization and DRR/CCA strategy enforcement at the national level, while supporting five communities across Jordan to build adaptive capacity at the local level. The project’s approach concentrates on three program systems: Community Empowerment, Policy Localization, and Private Sector Engagement.

 

Background and Rationale

Azraq district, located in Jordan's eastern desert, is among the areas most severely affected by climate change. Rising temperatures and prolonged droughts are diminishing an already scarce rainfall, lowering groundwater levels, and accelerating desertification across the district.

 

In 2025, as part of its inception phase, the Tabeaa project conducted an assessment using the Climate Resilience for Communities (CRMC) framework across its target communities, including Azraq, to identify climate resilience gaps and inform effective intervention design. Findings for Azraq revealed gaps in two indicators related to heatwave resilience; tree cover and permeable surfaces. Tree cover, made up of native, adapted species that shade the landscape and cool the air beneath it, eases the heat communities are exposed to, while permeable surfaces such as soil, vegetation, and open water let heat dissipate rather than build up. Together, these two elements allow a landscape to regulate its own temperature, making their scarcity a contributor to Azraq's heat vulnerability. Building on these findings, the project convened a prioritization session with community members and local government representatives in Azraq to identify the most pressing gaps to address within the implementation window, followed by co-design sessions with the same stakeholders to generate ideas for closing the identified gaps.

 

In Azraq, the Ministry of Agriculture owns a 40-dunum plot of land with an existing groundwater well and desalination plant. This existing infrastructure presents an opportunity to address the identified tree cover and permeable surface gaps by rehabilitating what's already in place into a public green space on one half of the site, and a restored plant nursery on the other. A Community-Based Organization will operate the completed project under continued Ministry of Agriculture ownership, with operations designed to be financially self-sustaining.

 

Consultant Objectives

The project is seeking an experienced consultant to validate and refine the intervention design. The consultant will lead the design process across two phases, based on the concept outlined above, and will be responsible for the following:

  • Review and validate the proposed intervention design.
  • Assess the intervention's commercial, operational, and financial viability.
  • Develop a sustainability plan for the intervention.
  • Design a fully costed, implementation-ready public green scpace and greenhouse nursery (Phase 2.1, optional).
  • Assess site infrastructure and soil conditions to inform the design (Phase 2.2, optional).
  • Review deliverables with Tabeaa project team and incorporate feedback as necessary
  • Deliver outputs based on Tabeaa project templates and reporting guidelines.
  • Address reasonable requests from the Tabeaa focal point related to the intervention.

 

Consultant Activities

Phase 1: Intervention refinement

  1. Attend a kick-off meeting with the Tabeaa focal point to align on scope and expectations.
  2. Review all relevant programme documents and studies.
  3. Conduct field visits to the site as needed.
  4. Review and validate the proposed intervention design.
  5. Conduct a rapid market assessment to capture demand.
  6. Assess the intervention’s commercial and operational viability.
  7. Assess the business case, including its financial sustainability.
  8. Develop a sustainability plan for the intervention.

 

Phase 2.1: Intervention realization (optional)

Note: Phase 2 is optional. Mercy Corps reserves the right to proceed with this phase following award, at its discretion. Regardless, Phase 2 must be fully priced and included in the offer submission, as pricing will be part of the evaluation.

 

  1. Design a public green space that meets international safety standards and is compatible with the area's environment (minimum two designs), including:
  • Underground irrigation system for plants.
  • Related signage.
  • Recommended plants suited to the space that support heatwave resilience.
  1. Design an operational greenhouse nursery with an irrigation system, including:
    • Recommended plants and propagation methods for the nursery.
    • Maintenance and sustainability plan for plants.
  1. Prepare a Bill of Quantities covering all works, including nursery rehabilitation and any required repairs to the groundwater well and desalination plant.
  2. Prepare a realistic exit/ handover strategy for the implemented intervention design, to match the proposed sustainability plan

 

Phase 2.2: Site testing (optional)

  1. Assess site infrastructure, covering the operational status of the existing groundwater well and desalination plant.
  2. Provide groundwater and desalination plant repair plans, if needed.
  3. Conduct soil testing, covering:
  • Scientific soil survey analysis.
  • A soil rehabilitation plan, if needed.
  1. Determine suitable plant types for the public green space, covering:
  • Testing is required to identify appropriate plant types.
  • Recommended plants based on soil survey data and the area's environment.

 

Consultant Deliverables:

Consultant is expected to deliver the following:

  • A detailed proposal validating and refining the intervention, including: (1) rapid market assessment findings, (2) assessment of its commercial, operational, and financial viability and (3) a sustainability plan for the intervention. The proposal should include sufficient details for implementation purposes, based on the findings.
  • Full detailed designs for the public green space and nursery, including the handover/ exit strategy with an accompanying budget (Phase 2.1, optional).
  • A Bill of Quantities covering all proposed works, including nursery rehabilitation and any required repairs to the groundwater well and desalination plant (Phase 2.1, optional).
  • A site assessment report covering soil testing, groundwater well and desalination plant status, and recommended repairs, if needed (Phase 2.2, optional).

 

Timeframe / Schedule:  All deliverables must be delivered within 35-40 calendar days of signing the contract.
Phase 1: 15 calendar days of signing the contract
Phase2: 25 calendar days of finalizing phase 1

 

The Consultant will report to: Community Outreach & Resilience Officer

The Consultant will work closely with: Mercy Corps Program Teams, and other related stakeholders for the project.

 

Required Experience & Skills:

  • Bachelor’s degree or higher in fields of environmental science, horticulture, landscape architecture with proven knowledge of ecological restoration or related skills.
  • At least 10 years of experience in related fields.
  • Knowledge of native, adaptive, and invasive species, as well as plant physiology
  • Proof of work in related interventions or similar projects.
  • Experience in working with communities and local authorities in Jordan.
  • Strong skills in reporting and preparing simple, implementation-ready designs.
  • Fluency in Arabic and good English (written and spoken).
  • Experience in relevant design software (AutoCad..) is preferred.

    Financial Offer: Applicants must provide details of the financial offer as a lump sum amount per phase (Phase 1 and Phase 2) and a fixed price per deliverable, consistent with the proposed work plan, and inclusive of all costs for resources, travel expense, communication, and data collection activities.

Offers will be evaluated against the MC's cost-effectiveness and efficiency standards. 
The selected applicant must be able to provide invoices through The National Electronic Invoicing System (Fawtara).
