Project Background:
The USAID Jordan Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence (DSV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies.
To improve service delivery, coordination, and accountability across multiple sectors, the Family Protection and Juveniles Department (FPJD) is implementing a One Stop Shop (OSS) model at East Amman Comprehensive Service Center planned to launch the first quarter of 2026. This model seeks to consolidate and streamline services provided by multiple stakeholders, including government entities, civil society organizations and development partners, into a single access point for DSV survivors. It offers a comprehensive, survivor-centered approach by integrating legal, medical, psychological, and social support services.
Effective governance is central to the success of this model. The model requires a coherent governance framework that ensures effective collaboration, efficiency, and accountability in decision-making and service provision in a safe and confidential environment.
Role’s Purpose:
The purpose of this consultancy is to design an effective organizational governance framework for the OSS model, using a participatory approach and ensuring the and consensus of all stakeholders.
Key Duties and Responsibilities:
The consultant will undertake the following tasks:
- Hold consultation meetings with Himaya team and stakeholders, as needed, to gather relevant data and align understanding related to assignment scope and expected outcomes.
- Work closely with Himaya’s quality assurance and institutional capacity development team to ensure alignment with broader capacity building plans development.
- Review existing institutional and governance frameworks, policies, and institutional arrangements developed so far by stakeholders and identify gaps, overlaps, and opportunities for further development within the OSS context.
- Review assessment reports and research similar models to inform the design of a relevant governance model for the OSS.
- Define clear institutional roles, mandates, and accountability lines.
- Develop governance instruments including Terms of Reference (ToRs) for oversight bodies, steering committees, and operational units.
- Design and facilitate two participatory workshops: (1) a co-creation workshop with stakeholders to generate input on the draft governance model; and (2) a validation and consensus-building session to finalize the governance framework and incorporate stakeholder feedback.
- Develop a governance and operations manual that outlines decision-making protocols, implementation guidelines, coordination mechanisms, reporting lines, and escalation procedures.
- Deliver a capacity building session to train key actors on the governance model and management of the OSS.
- Recommend monitoring and evaluation tools to assess the effectiveness of governance mechanisms.
Deliverables:
- Inception report with work plan and methodology.
- Governance diagnostic report.
- Draft governance framework, including institutional roles and accountability structures.
- Authority matrix, organizational charts, and operational tools.
- Final governance operations manual
- Workshop facilitation reports and capacity-building materials.
- Final consultancy report with implementation roadmap and recommendations.
Qualifications
- Advanced degree in public administration, management, organizational development, or a related field.
- Minimum of 15 years of experience in governance and institutional development and reform, preferably in multi-stakeholder environments.
- Proven track record in designing and implementing governance models for integrated service delivery.
- Experience facilitating participatory processes and working with government and non-governmental actors.
- Strong analytical, communication, and report-writing skills.
- Experience designing governance structures for integrated service delivery models in complex, multi-sectoral settings is strongly preferred.
Duration and Timeline:
The consultant will be expected to complete the assignment and submit all the required deliverables within a maximum of 5 months from the start of the consultancy, with the following timeline:
- Review existing materials and hold initial meetings with stakeholders: 2 weeks.
- Design governance framework: 6-8 weeks.
- Validation session and governance framework finalization: 1 week.
- Development of manual, implementation guidelines and monitoring and evaluation tools: 3 weeks
