Job Title: Institutional Development Specialist
Duration: Long-Term  
Reporting to: Institutional Development Team Lead

BACKGROUND 
The Jordan Economic Reform Activity Task Order 1 is a 5-year program funded
by the USG. ERA works with the government of Jordan, in coordination with the
private sector and stakeholders, to prioritize and implement economic reforms
to enable economic growth.
 
POSITION DESCRIPTION  
The Organizational Development Specialist will support the design and
implementation of the counterparts’ organizational development and capacity
building activities that are supported by the ERA, to develop a culture of
continual assessment, and improvement, and sustainable reforms.

DETAILED RESPONSIBILITIES  

  • Lead the project’s support to counterparts in business processes reengineering to advance Business Enabling Environment reforms, including the design of streamlined processes, procedures, workflows, and digitization-ready templates.
  • Perform assessments to assess the organizational capacity of targeted institutions utilizing various tools such as customized Organizational Assessment Tool and determine the level of improvement of each counterpart’s organizational capacity and performance and the achieved results.
  • Support the restructuring efforts of counterparts and develop organizational structures and function descriptions and create a plan for implementing changes.
  • Support the implementation plans and the best approaches for counterparts’ organizational development efforts that align with the organization’s strategic objectives, improve efficiency, streamlining operations, and advance economic reforms.
  • Participate in the development of the counterparts’ institutional strategic plans and action plans for effective implementation.
  • Design, organize and deliver individual and group capacity-building workshops, training, and seminars on various organizational development topics to support the implementation of the organizational improvement interventions.
  • Design and implement a knowledge exchange platform to support counterparts in implementing the agreed-upon interventions and advance economic reform in coordination with other ERA’s components.
  • Develop technical scopes of work, progress reports, quarterly reports, presentations and other needed reports as directed by the ERA team lead.
  • Demonstrate the ability to develop and deliver clear, compelling presentations tailored to diverse stakeholders, effectively communicating key findings, recommendations, and progress.
  • Ensure collaboration and coordination, sharing of information, needs, and progress across all functions and components of ERA to implement as one team including but limited to MEL, Communications, and all component team leads.  
  • Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USG rules and regulations, contractual requirements, and Chemonics policies, systems, and values 
  • Collaborate on the review and management of continual efficiency improvement recommendations of ERA operations, implementation, analysis, communications, and management teams 
  • Contribute to and/or lead as assigned pitch decks, brief reports, and analysis for stakeholders,  
  • Contribute to and/or lead as assigned periodic planning documents, progress, and impact reports for USG and other partners 
  • Manage, utilize, and monitor project management tools adopted by ERA.  
  • Perform other tasks assigned by the Component Leader, Deputy Chief of Party, or Chief of Party.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in public sector management, public administration, engineering, or another relevant field; master’s degree preferred.
  • 10 years of proven experience in leading and implementing large-scale initiatives in organizational and institutional development, project management, governance, and capacity building.
  • Proven track record in business process reengineering, and reform implementation.
  • Experience in managing organizational and institutional strategies, assessments, and transformations, with both public and private sector institutions.
  • Prior experience liaising with Government of Jordan officials.
  • Ability to build strong relationships and collaboration with diverse stakeholders.
  • Sound knowledge of Jordan’s public sector reforms.
  • Experience working in the context of economic development programs is a plus.
  • Excellent communication, facilitation, presentation, and training skills.
  • Demonstrated knowledge and familiarity with Jordan’s business environment.
  • Strong interpersonal skills and ability to work with culturally diverse staff.
  • Strong Arabic and English communication skills (oral and written).

LOCATION OF ASSIGNMENT  
The Institutional Development Specialist will be based in the project’s office in Amman, Jordan.
