About Iqlaa

The Informal Livelihoods Advancement Activity (Iqlaa), funded by the United States Government - implemented by Mercy Corps as lead implementer within an implementation consortium of six partners, aims to support Jordan's Home-Based Businesses (HBBs) and Micro and Small Enterprises (MSEs) to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments. 

Through research and adaptive collaborative learning, Iqlaa has identified opportunities, incentives, and constraints that facilitate or restrict formalization and growth. Based on findings, Iqlaa implements best practices to strengthen businesses and develop an MSE-focused financial sector within a market systems development framework. Program activities are delivered with a strong localization element to respond to specific market needs and the local context. Iqlaa also leverages innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs ecosystem in Jordan.

Using a Market Systems Development (MSD) approach, Mercy Corps collaborates with private sector market actors to pilot and scale innovative solutions that address key market constraints. These partnerships aim to catalyze sustainable business practices that continue beyond the duration of the Activity.

Activity Description

As part of its market systems development (MSD) approach, Iqlaa is supporting a digital marketplace operating in the home improvement sector to strengthen its operations and marketing foundations, connecting a network of local merchants and suppliers to customers nationwide and improving market participation for micro and small enterprises (MSEs) across Jordan.

To support this effort, Mercy Corps, withing the scope of Iqlaa, seeks to engage a national individual consultant to develop a comprehensive marketing strategy and a structured product taxonomy for the marketplace. The consultant will work in close coordination with Iqlaa’s partner team and Mercy Corps Jordan, following Mercy Corps Jordan’s procurement and compliance requirements as a United States Government-funded program.
