DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

Questscope has a long history of impactful work in Jordan and the wider region. In partnership with the Ministry of Social Development and the World Bank, Questscope developed one of the largest civic engagement programs in Jordan, training more than 4,000 university student volunteers to mentor 6,000 young people in conflict with the law and at risk of delinquency and incarceration.

In collaboration with the Ministry of Education, Questscope introduced an accredited non-formal education program—unique in the Arab world—that has enabled thousands of out-of-school young men and women to continue their studies.

In the Za’atari Refugee Camp, Questscope adapted its mentoring approach to address the needs of young people displaced by war and violence. A Youth Center was established, reaching more than15,000 young people in the camp, fully led and directed by a core team of 40 dedicated Syrian volunteers.

Over the years, Questscope has implemented successful mentoring, education, and emergency aid initiatives for thousands of disadvantaged youth, in partnership with USAID, UNICEF, UNFPA, the European Union, the World Bank, and others. Its programs extend across Jordan, Syria, Lebanon, Northern Iraq, Yemen, Germany, and Sudan.

PRIMARY PURPOSE OF THE POSITION

QS is recruiting a Monitoring, Evaluation & Learning Officer to support the development and improvement of its programs and service delivery under its area of operations. The Monitoring, Evaluation & Learning Officer will be responsible for supporting the development and maintenance of a results-based MEL system to help improve the life conditions and self-reliance of refugees and their host communities.

The MEL Officer will be responsible for performing monitoring and evaluation functions across program portfolio and its activities and provide advice to management.

Primary Duties and Responsibilities

1. Technical and Systems Development

  • Support the design, measurement, and reporting of qualitative and quantitative performance indicators (output, outcome, and impact levels) across all country programs.
  • Contribute to the development of a country-wide Theory of Change/Results Framework integrating all Questscope activities and grants.
  • Develop and update the Country Monitoring and Evaluation (M&E) Plan and ensure its alignment with donor and organizational requirements.
  • Support the creation and regular update of a Country Monitoring Dashboard integrating program results and budget spending indicators.
  • Oversee and strengthen the country-level data management system to ensure accuracy, timeliness, and security of data.
  • Identify and promote innovative MEL practices that improve organizational effectiveness and project management.
  • Develop and update project/activity MEL plans, data collection tools, and reporting frameworks.
  • Analyze program progress against planned milestones and results, producing timely reports for internal and external stakeholders.

2. MEL Implementation and Management

  • Coordinate monitoring systems including data collection, compilation, analysis, and reporting.
  • Design and implement data collection methodologies and tools, ensuring robust quality assurance mechanisms.
  • Lead and coordinate data collection activities such as baselines, rapid assessments, market studies, and evaluations.
  • Support project teams in preparing quarterly, annual, and donor reports.
  • Ensure adherence to reporting cycles and quality standards for all donor and stakeholder submissions.
  • Facilitate regular evaluation of country programs, ensuring findings inform program improvement.
  • Represent Questscope in forums, workshops, and networks on MEL-related issues as required.
  • Provide technical support in designing baseline and endline surveys, including sampling methodology, data analysis frameworks, and tool development.

3. Capacity Building & Organizational Learning

  • Facilitate knowledge sharing from MEL activities to enhance program learning and adaptation.
  • Ensure evidence from MEL informs strategic planning and program design.
  • Provide real-time feedback to program teams to support course correction and scaling of effective practices.
  • Support both internal and external evaluation processes for Questscope projects.
  • Build MEL capacity of staff and implementing partners through training, mentoring, and technical guidance.
  • Stay up to date with MEL best practices and contribute to regional/national knowledge exchange events.
  • Promote participatory monitoring and evaluation approaches that engage program participants and partners.

Education, Skills & Competencies

  • Bachelor’s degree in a relevant field (Economics, Sociology, Social Sciences, Development Studies, Statistics, or related discipline). A graduate degree is preferred.
  • 3–5 years of professional experience in results-based monitoring, evaluation, and learning in humanitarian or development programs.
  • Strong knowledge of qualitative and quantitative research methodologies, tools, and data analysis.
  • Demonstrated experience with capacity building, training, and mentoring in MEL.
  • Experience coordinating with implementing partners and working in remote management contexts.
  • Strong computer literacy including Excel, Word, and MEL/statistical software (SPSS, STATA, or similar).
  • Excellent report writing, editing, and analytical skills in both Arabic and English.
  • Experience working with international donors and grants (USAID, UN agencies, EU, etc.) highly desirable.
  • Familiarity with multidimensional poverty and wellbeing analysis is an asset.
