Job Description – Medical Officer

La Chaîne de l’Espoir (CDE) – Jordan Mission

Position Title: Medical Officer
Duty Station: Amman, Jordan (with regular travel within Jordan)
Reports to: Head of Mission (temporally)
Supervises: None
Works in Close Collaboration With: Program Manager, Support Services Manager, HQ Technical Teams (Mainly Technical Referent and Program Coordinator)
Contract Type: Full-time
Start Date: As soon as possible

Contract duration: 5 months (until 31/12/2026 - renewable)


Organizational Context

 

Founded in 1994, La Chaîne de l’Espoir (CDE) is a French international NGO dedicated to strengthening health systems and improving access to quality healthcare, particularly for children and vulnerable populations.

In Jordan, CDE is transitioning from a model centered on short-term surgical missions in private hospitals to a more strategic and sustainable approach focused on strengthening public healthcare systems, especially in pediatric surgery and specialized pediatric care.

Working closely with the Ministry of Health and national stakeholders, CDE aims to improve early detection, referral systems, and access to specialized care for vulnerable children across Jordan.

To support this strategic transition, CDE is recruiting a Medical Officer who will serves as the technical lead for all medical programming implemented by La Chaîne de l'Espoir (CDE) in Jordan. Reporting to the Head of Mission and working in close collaboration with the medical department at CDE Headquarters, the Medical Officer provides strategic and technical oversight to ensure the quality, effectiveness, and sustainability of CDE's health interventions while contributing to the strengthening of Jordan's health system.

The Medical Officer leads the planning, implementation, monitoring, and continuous improvement of medical programs, with a particular focus on health systems strengthening, institutional capacity building, medical education, quality improvement, and the development of sustainable models of care for children requiring specialized surgical services.

Working closely with the Ministry of Health, healthcare institutions, universities, professional associations, technical partners, as well as CDE pool of volunteers, the Medical Officer ensures that CDE's interventions are aligned with national priorities, international standards, and organizational strategies, while contributing to equitable access to high-quality specialized healthcare.


Key Responsibilities

 

1. Strategic Technical Leadership

  • Lead technically the planning and implementation of CDE's medical program.
  • Contribute to the development of country strategies, annual work plans, project proposals, concept notes, and donor submissions.
  • Identify emerging health priorities and recommend strategic areas for program development
  • Ensuring program implementation is aligned with national health policies, donor requirements, and CDE's strategic objectives.
  • Provide technical advice and recommendations to the Head of Mission on medical and programmatic matters.

 

2. Health Systems Strengthening

  • Lead the implementation of health systems strengthening initiatives in collaboration with the Ministry of Health and institutional partners.
  • Strengthen referral pathways and continuity of care across community, primary, secondary, and tertiary healthcare levels.
  • Support the development and adaptation of clinical guidelines, protocols, and standards of care.
  • Strengthening institutional capacities of healthcare facilities through technical assistance, mentorship, and organizational development.
  • Identify gaps in healthcare service delivery and recommend evidence-based solutions to improve quality, efficiency, and access to care.

 

3. Medical Education and Capacity Building

  • Lead the design, coordination, and implementation of capacity-building program for healthcare professionals.
  • Coordinate theoretical and practical training program for physicians, nurses, midwives, technicians, and allied health professionals.
  • Develop and adapt training curricula, educational materials, and clinical learning resources.
  • Coordinate national and international medical missions focused on clinical mentoring, skills transfer, and specialized training.
  • Monitor and evaluate training quality, learning outcomes, and capacity development initiatives.

 

4. Technical Oversight of Medical Program

  • Provide technical oversight to ensure the quality and effectiveness of all medical program activities.
  • Coordinate patient identification, screening, referral, and case selection processes in collaboration with healthcare partners.
  • Facilitate multidisciplinary case discussions and support evidence-based clinical decision-making.
  • Coordinate post-mission follow-up, implementation of clinical recommendations, and technical reporting.
  • Support the development, review, and implementation of Standard Operating Procedures (SOPs), clinical pathways, and quality assurance mechanisms.
  • Promote the transfer of knowledge and sustainable capacity development within partner healthcare institutions.

 

5. Stakeholder Engagement and Partnerships

  • Build and maintain effective partnerships with the Ministry of Health, healthcare institutions, universities, and professional associations.
  • Represent CDE in relevant technical working groups, coordination platforms, and professional forums.
  • Strengthen collaboration with national and international partners to enhance referral systems and multidisciplinary care.

 

6. Monitoring, Evaluation, Learning and Reporting

  • Ensure the collection, analysis, and reporting of high-quality medical program data.
  • Leads the management of medical databases while ensuring data quality, confidentiality, and compliance with data protection standards.
  • Contribute to the development of technical indicators and monitoring frameworks.
  • Analyze program performance and provide recommendations for continuous improvement.
  • Prepare high-quality technical reports for donors, Headquarters, governmental institutions, and other stakeholders.

Qualifications 

 

Education:

Essential

  • Medical Doctor, Specialist Physician, Pharmacist, Nurse, or other health professional with advanced clinical or public health qualifications.

Preferred

  • Master's degree in Public Health, Health Systems, Health Management, Medical Education, Global Health or related field. 

 

Languages:

  • Fluent in Arabic (speaking, writing, reading)
  • Excellent knowledge of English

 

Professional Experience:

 

  • Minimum 4 years of experience in humanitarian or development programming related to health care.
  • Experience in strengthening health systems, including referral pathways, clinical guidelines, and healthcare service delivery improvement.
  • Experience in Jordan or the Middle East is highly desirable.
  • Experience in designing and implementing capacity-building plans and training.
  • Experience in monitoring, evaluation, and reporting of health programs, including data analysis and donor reporting.
  • Experience in Partnership development.
  • Advanced proficiency in Microsoft Office Suite, particularly Excel and PowerPoint
