Job Description and Requirements

The GIZ Jordan Project "Improved Governance for the Support of Reform Projects in Jordan” (PARtner II)is seeking to hire a “Public Administration Advisor – Focus: e-Governance” for full-time based employment.

The project “Improved Governance for the Support of Reform Projects in Jordan” (PARtner II) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government, in partnership with the Prime Ministry of the Hashemite Kingdom of Jordan. From April 2026 to March 2030, PARtner II supports one of Jordan’s key national reform priorities: the modernisation of the public sector. Building on the achievements of its predecessor project, PARtner I, the project contributes to the implementation of the Public Sector Modernisation Roadmap and the Economic Modernisation Vision by strengthening institutional capacities, improving governance processes, and promoting evidence-based decision-making. Through its work with high-level government partners, PARtner II helps foster a more efficient, transparent, and citizen-oriented public administration, creating lasting impact for governance and sustainable development in Jordan.

Joining the project offers the opportunity to work at the heart of Jordan’s reform agenda, collaborate closely with senior government stakeholders and international partners, and contribute to meaningful and sustainable institutional change.

Qualifications and Specialist Knowledge

  • University degree in Public Administration, Economics, Social or Political Sciences, Public Policy, Information Sciences, Digital transformation and e-government, or a comparable field. A technical degree, and an advanced degree are desirable.
  • 5 years of professional experience relevant to the duties.
  • Experience working with, or advising governmental institutions (e.g. PMIO, DTU, MoDEE, SPAC), ideally in the context of the ongoing Jordanian public administration reforms, particularly providing expertise on e-governance, the development and implementation of digital public services, user-centred design, service quality, and the standardization and digitization of administrative processes​.​
  • Ability to strategically position reform and innovation topics within a development cooperation context.
  • Strong ability to use ICT tools, and willingness to continuously upskill in the framework of GIZ’s further digitization.
  • Proven ability to work in an intercultural context, ability to work in a politically sensitive context.
  • Strong analytical and drafting skills.
  • Excellent command of English and Arabic (spoken and written).

Main Responsibilities

  • Provide technical and strategic advisory support to key governmental counterparts, including the Prime Ministry (Project Management and Implementation Office and Digital Transformation Unit), the Services and Public Administration Commission (SPAC), the Ministry of Digital Economy and Entrepreneurship (MoDEE), and other relevant institutions on digital government and public sector reform
  • Advise on the implementation of Public Sector Modernisation Reform (PSMR) with a focus on citizen-centred, accessible, and high-quality public service delivery.
  • Support the development, standardisation, and digitalisation of public services and e-services, including the strategic adoption and use of AI solutions.
  • Advise on the introduction and institutionalisation of monitoring mechanisms and user satisfaction tools to strengthen evidence-based service improvement and quality assurance.
  • Provide technical guidance on organisational development and organisational effectiveness measures, particularly within MoDEE and related public sector entities.
  • Assess capacity development needs and design, coordinate, and implement appropriate capacity development measures to strengthen institutional capabilities for digital transformation and service delivery reform.
  • Provide strategic input to project implementation and portfolio development, including stakeholder coordination, monitoring and evaluation, reporting, and the thematic advancement of the digital governance agenda.
  • Support the Head of Project, the Senior Component Manager, and the wider technical team in the implementation of project activities and cross-cutting tasks.
