Water Audit Expert / Consultant (STTA):  مستشار في تنفيذ التدقيق المائي

The USAID-funded Water Efficiency and Conservation Activity (USAID/WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Water Audit Expert. This position is short term consultant, based in Amman.

The USAID Water Efficiency and Conservation (WEC) activity aims to increase water conservation in Jordan by improving water use efficiency in the agricultural, industrial, and municipal sectors. The activity will work to make the market systems for water saving practices and technologies tick and thus help farmers, households, companies, and industrial plants to save a total of 70 million cubic meters of water, which is around the double the annual water consumption of the Jordanian industrial sector. It addresses the market system constraints that hinder the adoption of water saving technologies and practices. To achieve this, the activity will provide technical, commercial, and financial resources to water saving technology market actors to increase demand on such technology by farmers and other users and improve the ability of the private sector to meet such demand and provide advisory services to ensure demand sustainability. The activity also aims to strengthen the governance of water demand management across relevant institutions in the water sector by enhancing the enabling environment through improved regulations, capacity building, and coordination mechanisms. This includes integrating water auditing as a key practice within the functions of the water sector to achieve more effective water demand management.

POSITION DESCRIPTION / SUMMARY:

Jordan, a water-scarce country with critical water shortages, requires effective water demand management to ensure sustainable use of its limited water resources. Water audit is recognized as a valuable tool for identifying water-saving opportunities and reducing demand for municipal water supplies. To encourage widespread adoption and professionalize water auditing, Jordan aims to institutionalize and standardize this practice by establishing an accreditation framework for water audit practitioners and trainers. This framework will involve both the private and public sectors, including consultancy firms and government technical staff

The consultant will play a key role in developing the accreditation system that will be structured into a framework, considering the collaborative roles of the Ministry of Water and Irrigation, the Technical and Vocational Skills Development Commission, vocational training centers, universities, the Royal Scientific Society, and other stakeholders, as well as incorporating best practices from international certification programs

DETAILED RESPONSBILITIES:

The Water Audit Expert will collaborate closely with the Ministry of Water and Irrigation, Water Authority of Jordan (WAJ), WEC team, and the private sector to develop an accreditation system for water audit practitioners and trainers. Additionally, the expert will design and implement a capacity-building plan for various partners involved in conducting water audits and performing feasibility analyses. The role also includes supporting WEC in selecting and implementing water-saving schemes for at least 8 large water consumers. The tasks below provide a detailed overview of expected responsibilities.

Task 1: Develop Accreditation Framework for water audit practitioners and trainers:

  • Needs Assessment and Stakeholder Engagement: Conduct a comprehensive assessment of existing water audit guidelines, training programs, and accreditation needs in Jordan
  • Engage with stakeholders relevant to water audits such as MWI, Technical and Vocational Skills Development Commission (TVSDC), Water utilities and relevant public entities, as well as Private consultancy firms involved in water auditing to Identify gaps and challenges in the current practices that could be addressed by the accreditation system.
  • Research on International Standards and Best Practices: Conduct a comparative analysis of international water audit certification programs, including the following:
  • Eligibility and accreditation requirements for practitioners
  • Accreditation systems for training programs and trainers
  • Standards for audit quality and performance
  • Identify relevant international certification and accreditation frameworks and best practices that can be adapted to Jordan's context.
  • Development of Accreditation Criteria for Water Audit Practitioners: Define accreditation levels and qualifications required for different categories of water audit practitioners (e.g., basic, advanced), this will include:
  • Development of Accreditation Standards for Water Audit Training Programs and Trainers with focus on defining standards and procedures for accrediting training programs in water audit practices
  • Determine the requirements for the Water Training Center/s to achieve recognition and accreditation, enabling it to effectively enhance the quality and consistency of water auditing practices in Jordan.
  • Develop an Institutional Framework and Implementation Plan for water audit accreditation system including proposal of the institutional framework that defines roles and responsibilities of MWI, TVSDC, RSS, Water training center/s and other relevant entities in the accreditation process.
  • Developing recommendations for policies, regulations, or standards needed to formalize the accreditation system.

Expected effort level (25 days)

Task 2: Assist WEC team in selecting and follow up on the implementation of at least 8 water saving schemes in at least 8 pre-selected large water consumers facilities

  • Review water audit report done for 8 large water customers done by WEC project and any other water audit reports provided by MWI then propose the most effective approach for implementation.
  • Develop implementation work plan for the water audit recommendation initiatives for at least 8 entities and supervise the implementation

Task 3: develop and conduct Water Auditing training (material and actual training)

  • Develop training material for targeted groups from MWI and other institutions in water auditing and others for water saving technologies suppliers groups (utilize the already existing training materials developed by various projects or Vocational Training Centers Training curricula)
  • Conduct training to the MWI selected staff and other governmental institutions in addition to the selected staff from four WSTs suppliers to support them in conducting future water audits, as part of their routine tasks and as a tool to promote the adoption of water saving technologies.
  • follow up with the on-job training for the trained technical staff from the government institutions as well as the targeted WSTs suppliers’ groups in full collaboration with MWI.
  • Assist in developing the skills needed for the trainees in economic and technical analysis of the expected water savings from the auditing practice so that they can communicate this info to the future facilities that want to do water audit

Expected effort level (15 days)

Task 4: develop a monitoring and follow up mechanism to show the progress in the places that were selected to do water saving models that

  • Develop a follow up and monitoring plan for the selected locations (8) that will participate in activities such as sub-metering, audit scheduling, follow-up forms, etc.
  • Developing a methodology to follow up and evaluate the water audit activities to be carried out by the Ministry of water and irrigation in the future and also to be part of the performance indicators of the ministry's work.

LOCATION OF ASSIGNMENT:

This assignment is mostly to be conducted in Amman, with some travels to the different locations in Jordan as needed. Might need accommodation and transportation

REPORTING:

The position holder will directly report to the Water Demand Management Department manager in the Ministry of Water and Irrigation, or her delegate.  

QUALIFICATIONS:

  • Master’s degree or the equivalent; 7 years experience in the field of Water Auditing for domestic and industrial entities supported with international certifications or accreditation in water audit; or Bachelor’s degree or the equivalent; 10 years experience in relevant field.
  • Demonstrated expertise in accreditation systems particularly for water audit or water management.
  • The consultation firm/consultant should have relevant experience in water use efficiency, Water Resources Development & Management and experience in conducting Industrial Water audit is essential. Necessary documents / certificates / proofs and Industrial Water Audit Report prepared by the applicant should be produced.
  • Experience in developing standards and policies for water management or similar fields.
  • familiarity with international certification programs and standards.
  • Proven ability to engage with stakeholders in government, private sector, and technical institutions.
  • The Institutions/Firms/Individual should have conducted at least 2 water audits in the last three years.
  • The Institutions/Firms/Individual should possess the basic instruments required for conducting Domestic/Industrial Water Audit.
  • Background in policy advisory for water management or sustainability fields preferred.

The total expected level of effort (LOE) for this assignment is 60 Days within 4 months.
