Job Description and Requirements

The GIZ Jordan Project Protection of Water Dams Through Labour Intensive Activities (C4WW) is seeking to hire a “Water and Sanitation Advisor – Focus: Civil Engineer” based in Jordan- for full-time base employment.

The project “Protection of Water Dams in Jordan through Labour-intensive Activities (Cash for Work)” tackles two challenges at once: Syrian refugees and vulnerable Jordanians can help protect dams and water resources and receive needed income in return for their efforts. In order to prevent soil erosion, they construct check dams out of gabion baskets, create terraces, construct dry-stone walls and plant seedlings.

As a result, the storage capacity of the reservoirs is maintained, safeguarding irrigated agriculture and drinking water in the medium and long term. Additionally, the project entails the establishment of a project support unit in the Ministry of Labour. This ensures a more efficient implementation of BMZ Cash for Work projects in Jordan. Furthermore, standards created for a more efficient implementation of Cash for Work activities are being applied by all relevant partners. By providing short-term employment opportunities, the project is contributing to the improvement of the livelihoods of vulnerable Jordanians and Syrian refugees. It also contributes to fostering peaceful co-existence and reducing conflict potential between the two groups.

Qualifications and specialist knowledge

  • Bachelor’s degree in civil engineering or a related field.
  • Minimum of 5 years of professional experience in construction of gabion and riprap structures, water networks, or similar construction projects.
  • Proven ability to supervise and follow up on construction activities.
  • Good knowledge of technical standards, safety protocols, and environmental regulations.
  • Strong communication and coordination skills.
  • Ability to work independently and as part of a team.
  • Willingness to travel and work in field conditions across various governorates.
  • Familiarity with tender documents, BOQs, and technical specifications is preferred.
  • Flexibility to adapt to field conditions and project needs.
  • Native Arabic speaker with excellent command of English (both written and spoken).
  • Good knowledge of AutoCAD.

Main Responsibilities 

  • Assist in planning, supervising, and monitoring construction activities related to gabion structures, concrete works, riprap installation, and water network implementation, ensuring adherence to project specifications and safety standards.
  • Supervise daily site activities, including quality control, progress tracking, site measurements, and quantity verification for all construction works.
  • Coordinate with project partners, contractors, local authorities, and implementing agencies (I/NGOs) to ensure compliance with technical specifications, approved drawings, and timely completion of activities.
  • Participate in site inspections and quality assurance processes to uphold project standards.
  • Monitor plantation sites by assessing survival rates, growth progress, and maintenance needs.
  • Prepare regular progress reports detailing construction status, challenges encountered, and proposed solutions.
  • Support capacity-building initiatives for implementing partners and cash workers as required.
  • Travel frequently between project sites across northern and southern governorates to oversee implementation.

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
