Summary:
The Program & Partnership Manager (PPM) will work under the direction of the IOCC Country Representative, and in close coordination with IOCC project staff, in ensuring the quality of IOCC’s relief, early recovery, and development projects in Jordan – in line with IOCC and donor policies, procedures, and requirements. The PPM will support the Program Department in ensuring high quality implementation of project activities, adherence to IOCC project management processes, and supporting donor requirements, such as reporting. The PPM will focus on maintaining and growing IOCC’s relationships with key stakeholders while also identifying and building new partnerships. The PPM will support the expansion of IOCC’s work in Jordan, working with the Country Representative on business development. Day-to-day tasks include work on project implementation, as well as project reporting; supporting IOCC Jordan’s Monitoring, Evaluation, Accountability, and Learning (MEAL) on robust MEAL of projects and building IOCC Jordan’s evidence base; representing IOCC with key stakeholders and coordination with external bodies; and supporting the development of reports and proposals. With the Country Representative and Program Department, the PPM will support the capacity building of local partner(s). Additionally, the PPM will contribute to strategic initiatives and complete special projects, as assigned.

Knowledge and Skills: Strong project management, organizational, and analytical skills, including the ability to develop and monitor work plans, track progress against indicators, support budget monitoring and MEAL, and ensure timely completion of deliverables. Strong understanding of project cycles, donor compliance, reporting, partner coordination, and project implementation in relief, early recovery, and development contexts. Excellent written and verbal communication skills, including the ability to prepare high-quality reports, proposals, technical materials, and presentations for diverse audiences. Demonstrated ability to collect, review, validate, analyze, and use project data to support program quality, learning, evidence-based decision-making, and project design. Strong computer skills, particularly Microsoft Word, Excel, PowerPoint, Outlook, and project tracking tools. Ability to work collaboratively with multicultural and interdisciplinary teams, local partners, donors, government representatives, UN agencies, NGOs, and other stakeholders. Fluency in Arabic and English, spoken and written, is required. Ability to adapt to changing priorities and manage multiple tasks simultaneously. Technical knowledge in one or more areas of IOCC’s project implementation, such as protection, disability inclusion, health, livelihoods, early recovery, or community-based programming, is an asset.

Ability to supervise, mentor, and support staff, including through performance management and capacity development. Demonstrated sensitivity to cultural conditions and practices and commitment to working respectfully with diverse communities and stakeholders. Strong project, partnership, financial, and compliance management competencies.
Experience: A minimum of 10 years’ experience, working for a national or international NGO. Senior level project management experience required. Country office senior management team or leadership preferred. Familiarity with program management, including budgeting, financial management, cost analysis, and MEAL required. Experience working in non-traditional work environments, such as a refugee response and/or in a refugee camp required. Experience with gender mainstreaming in projects required, experience implementing gender-specific projects a plus. Experience with disability mainstreaming in projects required, experience implementing disability-specific projects a plus. Experience with protection programming required. Experience with institutional donors, such as US and European governments, required.
Certifications: University/college degree in relevant field required. Valid driving license required.
