As the official representation of Switzerland accredited in the Hashemite Kingdom of Jordan, the Embassy covers all matters concerning the diplomatic relations between Switzerland and Jordan. It represents Swiss interests in the areas of political, economic and financial affairs, consular affairs, as well as humanitarian aid and development cooperation.Moreover, the Embassy enures the implementation of the Swiss Cooperation Programme “Syria and neighbouring countries 2026-2029” in Jordan.
Project Manager- NFMP – 100%
The Embassy of Switzerland in Jordan is seeking a Project Manager- DRR (Disaster Risk Reduction / Water Team) for the implementation of the National Flood Mapping Programme (NFMP project), a Jordan - Swiss initiative for flood management. The project is currently based at the Swiss Cooperation Office (SCO) at the Embassy in Amman and is expected to be hosted within or close to the Ministry of Water and Irrigation later on.
Duties & Responsibilities
The Project Manager is responsible for the strategic and operational management of the Swiss-funded National Flood Mapping Programme (NFMP) and leads the Project Implementation Unit (PIU) at the Swiss Cooperation Office within the Embassy. The program aims at strengthening flood risk mapping and institutional capacity within Government of Jordan. The Project Manager collaborates closely with key Jordanian partner institutions, principally with the National Center for Security and Crisis Management (NCSCM) and the Ministry of Water and Irrigation (MWI). In this second phase of the program, the PIU is expected to be transferred to a governmental entity to support the institutionalisation of the program achievements. The position also serves as the Swiss Embassy’s and SDC’s focal point for Disaster Risk Reduction (DRR), ensuring coherence, coordination, and synergies across DRR-related initiatives in Jordan and the region, contributing to strategic DRR positioning, policy dialogue, technical leadership, and cross-programme integration within SDC’s regional portfolio. The list of tasks includes the following:
- Context analysis:
- Conduct continuous analysis of Jordan’s evolving disaster‑risk landscape, including hydrological, climatic, socio‑economic, and institutional factors, DRR stakeholder ecosystem and translate findings into actionable recommendations for SDC programming and strategic engagements.
- Portfolio planning, strategic steering, and reporting:
- Lead the institutionalization of DRR approaches within national authorities by systematically transferring methodologies, tools, and know‑how to government counterparts; strengthen ownership and long‑term sustainability through capacity development, structured coaching, and embedding Swiss DRR standards into national processes.
- Project Cycle Management:
- Ensure the project cycle management in all operational and financial aspects, from planning to monitoring of implementation and evaluation following SDCs Project Cycle Management guidelines and defined processes. This includes oversight of administrative and financial follow-up of all aspects of the project including procurement
- In close coordination with the Program Manager at the Ministry of Water and Irrigation, plan, organize, and facilitate meetings, workshops, and trainings; support national partners in strengthening DRR capacities.
- Plan, organise, coordinate and follow-up on needed external expertise, supported by Swiss and local experts.
- Monitor progress of national technical committee and experts involved in NFMP; provide technical assistance and coordinate external local and Swiss expertise.
- In close coordination with the Program Manager at the Ministry of Water and Irrigation conduct project monitoring, including progress of the national technical committee and regular field visits, take steering measures and provide internal reports.
- Coordinate with the finance unit on, budget analysis, contracts, payments, financial reporting and audits.
- Relationship management, coordination and policy dialogue:
- Supervise the finance and admin assistant of the PIU according to her job description and provide continuous coaching.
- Maintain and extend proactively and independently a network with actors working on DRR in Jordan (ministries, donors, technical agencies, national committees’ members), particularly liaise with other donors and actors working in DRR and project related water projects for experience sharing and coordination.
- Coordinate, facilitate and lead discussions on technical topics and negotiate in decision making processes with the relevant Ministries, including the Swiss Federal Office of Environment.
- Represent the Embassy of Switzerland in national meetings and coordination platforms on the topic of DRR in line with the Embassy’s defined objectives and priorities.
Profile & Requirements
- Master’s degree in Hydrology, Hydraulics. Water/Environmental Engineering or equivalent with a minimum of 5-years experience in International Cooperation or related field; or bachelor’s degree in Hydrology, Hydraulics, Water/Environmental Engineering or equivalent with a minimum of 10 years of experience in international cooperation or related field.
- Good knowledge of the mandates and working modalities of the various stakeholders involved in DRR in Jordan (Ministries, donors, Implementing agencies. etc.).
- Good knowledge of the political, economic and social situations Jordan
- Working knowledge of DRR, risk and/or flood hazard mapping and Geographic information System (GIS); Knowledge in GIS and hydraulic modeling’s an asset.
- Strong experience in project management, financial and administrative procedures (incl. procurements).
- Leadership and negotiation skills are an asset.
- Team player and service orientation.
- Able to work under pressure.
- Willingness to take responsibility, ability to work in an autonomous, proactive and results oriented way.
- Solid computer skills (MS Office),
